If we were in IRON's position, we would exhaust all diplomatic and political maneuvers. IAA would never give in to the outrageous demands of Ramirus. He's definitely more powerful than Zedd. Nicci or Shota... This is a tough one. I don't know that I could pick either of them. They both have their own strengths and weaknesses.
