Quetzalcoatl, Alexi Silva, now popularly known simply as La Líder (The Leader) has announced her acceptance of the agreement for the land to revert back to a Louisianan, Northern Republic, and Holy American Empire protectorate should her government fall into anarchy. The administration has made it a point to stress the importance of this agreement to relations with fellow American countries, whom Alexi gave specific praise for helping in the liberation of Mexico. The agreement has also been a cause of alarm for citizens to support their new government rather than revert to protectorate rule.

Quickly, La Líder's administration has moved to oversee all aspects of the Mexican economy & has seized direct control over the labour sector. Labeled "inadiquate to meet the demands of the New Mexican economy" many industries are now subject to new State regulations, including better working conditions & a wider range of employee benefits. Government involvement has already shown clear signs of positive advance in the Mexican economy, that was spiraling to collapse not long ago. While plans for new roads, bridges, & other infustructural improvements are under rapid planning & blueprinting, the construction of new monuments & government buildings as well as their remodeling and refurbishing has begun, providing a quick term solution to widespread unemployment before the planned mass construction begins. A fresh army of workers vigorously goes to work for the State.

[i]Local militias saught a reign of terror in the inner-most streets of this section; beating & killing locals to instil fear. But even the militias avoided certain streets where a network of street gangs waged a constant war of their own. In fact, War was common to the people of this part of Mexico City, it was a war to survive. This war continues today, while tremendously less extreme, the people who inhabit these streets have now joined in amongst the most devout followers in the plan for a renewed age of Aztec prosperity. Gangsters & local residence would put forth the greatest combat support for the Obsidian Guard during clashes with militias. The rise of Alexi Silva along with the belief of the return of an ancient God-albeit this belief is mostly accepted as myth,it has consumed popular culture & has arised as the embodiment of hope for a people in dispare. Alexi's rise has also, for the time being, put to rest the resentment towards those who identify themselves as "White", once synonymous with oppression & blamed for economic dispare. Because of Alexi's fair complexion, blonde hair, blue eyes, & wide popularity, ignorant racial tensions have fallen almost completely dormant...[/i]

[i]Social unrest would continue to rise at a rapid rate, with factions constantly in a struggle for power, hitting its climax in early 2010 with the explosion of mass food rioting in many parts of the State. Propelled to the lead of these factions was the Mestizo Revolutionary Union which rose in popularity because of radical action & words. This party would soon face the threat of a cooperating triad of Socialist factions bringing the party to its knees, rising soon later in a loose network of less radical groups with no official name. These parties would not again be united until the rise of La Líder, Alexi Silva who would establish a new party union, the Coatl Party.[/i]

Our government has constantly changed, each time telling us 'its going to collapse if we don't do this' 'its going to collapse if we don't pass this' & we listened, & nothing changed for us. When we thaught life could not get harder for us, it always did..."

"There was alot of resentment towards the light-skinned people. They came & went as it suited them. And each time we were left with a larger mess. They would establish a government, use the land, sometimes they put the people to descent work but nothing lasted more than a few months...No my views havent changed much. Alexi is just..." "La Líder, you mean." [i]interrupted the reporter. Miguel hesitantly continued [/i]"....Yea..Alexi. I personally don't trust her with all the power. People said 'oh, let her lead the party' 'oh let her be president' 'oh no! let her be God', our young people are so easily swayed."

"The fighting was constant. One thing we could count on was when the fighting carried on worse than usual, something was going to change. I lost most of my closest relatives to that fighting, the younger generation seemed to have all left to work, but more often to join the army or some youth training if they weren't old enough. The Coatl Party's creation was definatly the greatest change we had seen in a while, simply because the change has been positive in regards to the economy and jobs and we all got a kick out of watching the Militias be humiliated by those uh..Obsidian Guardsmen? Whatever Alexi calls them."

[i]Traveling into the city, we ask Miguel about the rapidly changing situation there.[/i] "I often avoided coming to town. Every week I would bring my horse down here to pick up some things- I own a car, but until recently most of us could not afford gas. Over here you got used to militia men pushing their way through you or pulling some kid out of the crowd to beat him. That was all normal, what caught us off guard was to witness strong boys & men, mabey 16, 17 & up wearing green shirts, few carrying a fire arm or a bat, pulling lone militia men onto the street & beating them. I heard some militia men were killed; thats about the time heavy fighting picked up again. I hear those boys in green were the early Obsidians."

"We all saw them, we even kept our eyes open to catch a glimpse of them. Us older folk quietly praised them, but ohh the young girls loved them-talked about them all the time. If you look today, Obsidian Guardmen are never without a female companion, its not always the same one but there's always one by their side, hahaha!..So there would be beautiful rallies held on these streets, because the provisional government wouldn't allow for a so-called radical movement to gather in the Plaza. The rallies lasted about 2 weeks then they became riots, and as quickly as a civil war nearly seemed to kick up we were watching Alexi speek from the balcony in the same plaza where she had once been banned from by the government. Then, it was in style to wear green so the Guardsmen dressed in more formal green shirts and black khaki pants, or cargo shorts and boots to stand out."

"The news of the murder...or sacrifice of nearly all provisional government members was a shock. Of course Alexi said she never meant for things to be that way but that was clearly the intent all along by those who would follow her off a cliff, & I beleive thousands would. Suddenly, everything shifted from green to red. I guess it stands out more, so the party flag was made red, the posters. Only the guardsmen still wear green, but I think the color change was a mistake." "Back to the topic at hand," [i]the reporter chimes in[/i] "Can you explain the time of that first balcony speech leading up to the current times with rearmament, massive public works projects, & other economic policies?" [i]Miguel thinks, then begins[/i] "Well, the papers keep talking about how unemployment has dried up almost over night, so Alexi must be doing something right. And everyone knows how strong the army is, we see them & hear about them all the time. Some people seem to think this is the strongest nation in the world. We don't get much news from the outside, so I don't know for sure. What I do know is that Alexi is the supposed savior of Mexico, and from what I've seen so far, I can't say that I can argue with that idea."

Perhaps, the greatest symbol of a nation's progress & stability is its Constitution. Today La Lider unveiled new proclamations naming new Generals, Ministries, & even a National President under Quetzalcoatl. Porfirio Diaz II has been named President of all Ministries including the new Parliament, still under planning & organization. The Proclamations effectively return certain Democratic processes (although still limited and in early stages)to Mexican citizens. The move is overwhelmingly popular, & has put to rest many fears of Totalitarian rule. The mostly unused Conference rooms, offices, & auditoriums of the National Palace are being reopened to allow for hundreds new members of parliament, ministries, & other positions.

The nation faces a new challange: the rising threat of over population. The easy flow of instantanious information & news throughout the region has attracted Mexicans from all corners of the protectorate who are now flocking to New Tenochtitlan en mass. Traffic regulations have limited heavy traffic difficulties to the outskirts of Tenochtitlan. Nonetheless, thousands have slipped into the city seeking work & equal oportunity to prosper, & we are told there isn't much the Party would love more than to provide for every newcomer, but the reality is that the small nation would almost certainly collapse under the weight of overpopulation.

It has been agreed by the Party, the ministries, Quetzalcoatl & Diaz II that the only feasible solution would be for the acquisition of more land; [i]"space for housing, new cities, & access to a larger pool of reasources vital to the endurence of order, the continuity of prosperity, & the maintanence of laws & justice."[/i]The Party has promised to find peaceful means of expansion. A popular idea consideres the transfer of a small protion of protectorate lands under "Neo-Aztec" protection to offer a light form of native Mexican governance & oversee the housing & proper management of the population & their resources without direct interfierence. It is rumored that this plan may be proposed to the joint protectores of Mexico.

Gradualy, we have witness the reigns of power being handed from our all powerful Empress into the hands of new, ambitious, & commited government officials. Today, at last, a strong central government has been established. Quetzalcoatl Alexi Silva has releived her powers as Empress & has created the means by which her people may lead themselves, through careful guidelines, successfully. Thus, the Mesoamerican Federation has been born. First President of the Mesoamerican Empire, President Porfirio Diaz II is both head of the Federation, its government, and of a new multi-party electoral system. The federal government represents the Mesoamerican Federation and is divided into the executive, legislative and judicial branches as outlined by the Constitution of the Mesoamerican Federation. The constituent states of the federation will also have a republican form of government based on a congressional system as established by their respective constitutions.

The executive power is exercised by the executive branch, which is headed by the President, advised by a cabinet of secretaries that are independent of the legislature. Legislative power is vested upon the Congress of the Federation a two-chamber legislature comprising the Senate and the Chamber of Deputies. Judicial power is exercised by the judiciary, comprising of the Supreme Court of Justice of the Nation, the Council of the Federal Judiciary and the collegiate, unitary and district tribunals. The Parliament & ministries have offially been abolished, along with the seat of Empress.

The Meso-American Federation announces an open door policy for refugees fleeing all war torn North American nations. Housing efforts have come along swiftly & we now find ourselves well able to expand our population capacity in the aid of the millions of Americans suffering from the devistation of combat.

Hero of the Revolution, Jonah Hex has been named new Commander of the Meso-American Army, relieving the powers over the Armed forces from President Diaz. This comes as the latest decree to spread the responsibilities of government from few hands to many.

[size="2"][b]First Major Legislation[/b][/size]

What is now being called the first major piece of legislation now faces our government. The new legislation would allow for the equal rights for "White" citizens of the Federation who now make up nearly 45% of the total population of registered citizens. During the rise of Alexi Silva, "white" citizens where considered absent from the Aztec bloodline & therfore looked upon as sub-citizens, excluded from the only political party & unable to vote (whenever voting time comes). Still, they were attracted to the Federtion because of the available work & lack of an official language, allowing for English to eventually rise as the predominate second language.

Commander Hex has thrown his support behind the bill. Backing a large commecial effort of support, glorifying the Federation as a strong Democratic power of the Americas if only equality stood strong. The commercials also show a world of disunity & a return to anarchy; a Mexico never again united, & the Federation symbols, even its name as symbols of racism & false identity.

The commercial campaign is simple but dominating as the most widely watched Commercials in Mexico, while most Federation television networks continue in their infancy. Citizens seemed to have rallied behind the legislation, small radical groups call for early elections, end of racism, & a new nation name, sometimes burning the Federation flag. Commander Hex vowed to support the people, by being their voice in the government meetings, to which he has access. [i]"We seek true Democracy, give us a new government. Commander Hex now moves to sell the idea of moving beyond nationalism & into a "Continental" viewpoint. Calling on the World War taking place in the Americas as a base for the need for more Continentalism in post war Americas. According to Hex & his followers, the basis of a return to the Aztec Empire was necessary for the nation to step out of anarchy, war, & economic dispare. Hex has also referenced Diaz's vision for the dawning of a New American Era & tieing it to the next step in transcending the American mindset looking beyond nations, & leading cooperation between nations within our Continent. Hex's Continentalist views are widely popular.

Days of growing frustration erupted in one night of fighting, eventually leading to the occupation of the National Palace by Jonah Hex's Continentalist Army. In one night the former Meso-American Federation, its flag, & its standing government came to an end. The creation of the American Continental Confederacy has called for new elections. Under a new banner & with a new vision the Confederacy rushes to make its voice heard, as polls open for the first time in history. On the ballot are only two candidates, Porfirio Diaz II, named President of the former Federation by Empress Alexi Silva (who has since exited the spotlight), challanged by Jonah Hex, hero of the Revolutions & Commander of the armed forces.

The matter of voter registration was settled quickly with the 2nd Revolution proclaiming every citizen 18 & older may vote & has been registered to do so along with their registration as citizens. Hundreds of thousands of citizens young and old flock to the first nation-wide elections throughout the Central American territories.
