The Palace hereby announces a series of new projects to improve the economy and infrastrusture in India. These projects are principally aimed at long term refertilization of Rajasthan, Bihar and Gujarat, better irrigation facilities in Gangetic Plains, large scale water cachement projects in Malabar coast, repair and rebuilding of various hydroelectric power stations, reservoirs etc.

The Ministry of Industry would also be overseeing a massive program to assess and improve the operations of various industries in Indian provinces and to suggest possible new industries to be set up. The Ministry of Industry has also been tasked to survey areas that can be possible sites for Special Economic Zones.

Ministry of Transportation shall conduct a refurbishing of the roadways system and better organize the air connectivity of the Kingdom. Existing B Class and C Class Airports and air fields may get renovated and service networking would be analysed.

The Ministry of Natural Resources has been given a mandate to increase the protection to the Kingdom's natural habitats and eco sensitive regions. Special efforts would be undertaken to decelerate and roll back the forest encroachment that has been going on in some of the more vulnerable regions. Special programs would also be started to improve the populations of the various endangered species of the Kingdom. The Ministry of Natural Resources would also launch special programs to study, preserve and protect the unique biosphere in the various Marine ecosystems of the nation.

Several ports and Free Trade Zones are also being conceptualized in this massive development initiative which would greatly improve the economy of the region and also create thousands of new jobs. The various projects of this initiative could also see increase foreign participation as several contracts would be offered for foreign companies and agencies to participate in. Limited Foreign Direct Investment would also be sought in certain projects.[/quote]

[b]Project Green Thar[/b]

Project Green Thar aims at large scale desert reclamation project to start from the periphery of current expanse of Thar desert. The Rajasthan Canal Project bringing water from Punjab Province would be linked with additional water seed lines from other high capacity reservoirs in the region. The Rajasthan Canal would also be extended towards the Kuchh regions of Gujarat Province to negate the effects of drought due to any possibly failure in monsoon.

Project Bihar would involve a massive investment of equipment, expertise and money to improve the agrarian economy of Bihar. Several canal networks would be laid from the reservoirs in Nepal Province to Bihar to over come the problems of drought during the summer months.

Project Clean Gang aims to stop the usage of non bio degradable fertilizers, chemicals and pesticides in the entirety of Gangetic Plains so that contamination of Ganga's water due to water seepage could be stopped. Project Clean Ganga would be also be carried on by Ministry of Industry which would audit all major industries along Ganges River to check the release of effluents into this vital river and ecosystem.

[b]Project Mountain Torrent[/b]

Project Mountain Torrent envisions establishment of a network of medium capacity of reservoirs and water cachment tanks throughout the high rainfall regions Western Ghats and to source these reserve water to the Deccan Plateau during their summer drought seasons. Special pipelines and canals would be constructed through the Western Ghats to transport this water. Onus would be given to avoid cachement of rivers and to collect maximum potential from the monsoon rainfall

[b]Project Rural Green[/b]

Project Rural Green would be a massively coordinated effort between Ministry of Agriculture and Ministry of Interior to promote construction of wells and reservoir tanks in all the drought possible villages of India region. Ministry of Interior has been ordered to hereby ban closure and leveling of any pond, tank or such water reservoir to facilitate any construction of buildings. Ministry of Interior would hitherto assist in vertical expansion of future construction in these areas.

New South Wales Air is interested in setting up routes from Sydney, Melbourne, and Port Venture, to Cochin City, New Delhi, Mumbai, and Kolkata. We are also willing to enter into a code sharing agreement for domestic links within New South Wales and the Kingdom of Cochin.

The Ministry of Transportation welcomes this bid by New South Wales Air. As regards the Code Sharing Agreement, the national airliner of the Kingdom, Air Gosree, would be favorable to this cooperation. We hope New South Wales Air would assist the Kingdom in seeking reciprocal air route access for Air Gosree to Sydney, Melbourne and Port Venture?

The NSWA is invited to send a team of officials to Cochin City so that the technicalities of Cochin Air Traffic Control rules may be explained.

Given the enormous amount of economic growth potential in Cochin, some enterprising members of the Faith of Dreams ask the homeland for some funds from the old Imperial Sovereign Wealth Fund that had been secreted away in the depths of Tasmania in the form of raw assets like Gold, Petrol stores, and in a diversity of world currencies. They ask for a release of 1 B$ to charter the "World Bank of Dreams HQ" in Cochin where they could make reasonable returns on fair interest rates in the stable economic environment and thus help expand upon cult activities and functions world-wide.

The request is approved by the "Council of the Twelve", the Avatar signs off on it, and the funds are wired to a cultist destined to be the Bank's new Chairperson. A formal charter is drafted and presented to Cochin's federal government for approval. It is in full compliance with Cochin banking and usury laws when presented and there are actually two lending sections to the institution allowing it to participate in traditional lending and also a form of credit contract that is respected by Islamic Laws as well allowing the "World Bank of Dreams" to serve practically every ethnicity in Cochin.

Interest rates are set at Prime (Government established based rate) + 5% for best rated credit holders and progressively tiers up from there to any respective government cap beyond which point lending is disallowed.

Cochin domestic exchanges are likely to sky rocket if the new charter is approved as it represents a pretty sizable move of private equity into the domestic economy.

The bank also requests permission to organize a hedge-fund which would be owned directly by it and used as a vehicle to spawn off a plethora of other small companies catering to the wider Cochin economy in multiple business sectors. Given that they are the "Faith of Dreams", is a pretty good pseudonym for marketing because now they can produce "Dream Cars", "Dream Fruit".. and all sorts of other dreamy materials that will dramatically raise the exposure of their faith and show off their industrious nature.

After due consultations with the Palace, Ministry of Finance has given permit of operations to the "World Bank of Dreams". So long as WBD conforms to the rules and laws of the Kingdom they would be accorded all assistance in their endeavors. Due to the controversial nature of Dragon Cult's dealings with many nations , Ministry of Finance would maintain a strict scrutiny over the international transactions of WBD. WBD would be required to get the consent of Ministry of Finance and Ministry of External Affairs in all matters of international business for a probationary period of 2 years pending which these scrutiny would be subject to relaxation based on performance of WBD during this period.

As part of fiscal regulation, WBD is expected to maintain a minimum of 75% of their trade volumes as security with the State Bank of Tripunithura. This is to insure the customers of WBD from any possible financial collapse.

The WBD falls rapidly into compliance with the established parameters of operations and begins the issuance of domestic loans with plans on using 25% of the interest to expand and subsidize other domestic business operations through their hedge fund providing a unilateral competitive advantage in prices in most industries, 25% for issuing additional loans to expand their debt revenues base, 25% in domestic government treasury purchases, and 20% in global sovereign debt and currency stores, 5% of these revenues would be reinvested into the company treasury for other future expansion planning. The Dragon Empire's Dragon Bank has been reborn with a new vision and sense of purpose. The Kingdom of Cochin formally announces the creation of a Special Trade Zone at Vizhinjam in the Kerala Province in South India. The Vizhinjam Special Trade Zone would be a tax free, tariff free zone where industries and firms would be encouraged to establish. The Vizhinjam STZ would consist of the Vizhinjam Port, which is an excellent natural deep water harbor, a new proposed Vizhinjam International Airport, a proposed Container Terminal and a massive Commercial Railway Terminal which would be networked to the National Railway Network.

The 250 sq. km STZ is ideally placed geographically to provide transshipment services to all shipping lines plying in Indian Ocean. The container terminal and port would be tariff free for all shipping. Preferential rates would be given to the usage of railways from the Vizhinjam STZ. Central Asian nations that seek to use Vizhinjam STZ can receive upto 60% discount for the usage of National Railway Network to use the facilities of Vizhinjam STZ.

The Vizhinjam STZ has already received bid from KREL to establish an Oil Refinery and Petroleum Terminal which would give subsidized rates of Aviation Kerosene, LSHS and Number Two Diesel fuels to all ships that use the Vizhinjam STZ facilities. The proximity of Kovalam, a prominent beach tourism center just a few kilometers north of Vizhinjam would offer quality hospitality services.

Cochin domestic securities exchanges heat up as the Bank of Dreams makes a major move to acquire 65% of privately held stock of Imperial Dragon Airways, via its Hedge Fund, Dragon Global Diversified (DGD). The former state airline of the Dragon Empire is known for its tight security protocols and better than average flight scheduling reliability. The airline has been languishing with the fall of the Old Empire with the imposition of new national borders, tariffs, and customs requirements between destination cities operations have become more complicated and expensive. The move does not come as a surprise to most analysts. Hedge fund operators have noted an intent to sack the current management in order to modernize operations to be more fluid with the times and to innovate solutions to the most recent spate of problems that have gone unsolved by existing airline management.

In other news, reacting to the announcement of the Free Trade Zone, DGD has established Dragon Shipping as a shell for its new international shipping operations and offered up 35% of its holdings of said company on the domestic market to comply with international foreign ownership laws. Cathay Pacific is interested in flying to Delhi, Cochin City and Mumbai. We will be flying from Jinan and Hefei our two biggest International airports. We are also interested in flying to Chennai as it is a joint control city between our two nations. Cathay Pacific Cargo is also interested in running services between these cities.

Department of Air Transport, Ministry of Transportation has given clearances for operation of Cathay Pacific, Cathay Pacific Cargo and Dragonair airlines in the routes mentioned. As regards Chennai, we would like to state that PRC has sovereign rights to start services to there without clearances from Ministry of Transportation.

Imperial Dragon Air already has set up shop with slots registered at all the Class A and Class B airports because of its history as the only official state airline of the Dragon Empire. But it feels the heat coming... the competition was already escalating. Not willing to kill its bottom line entirely as its monopoly was broken, it began to implement cost-cutting measures including an internal employee review to make sure all staff was necessary and none redundant. As those changes began to take effect it moved to match prices with Air Madurastan along with an additional 2.5% cut from their prices.

The World Bank of Dreams moved to make the airline more competitive by starting the acquisitions process for a major movie studio with an extensive media library with the intent of hoarding the film rights in order to prevent access of other airline from in-flight movie resources. Additionally.. they began to explore for quality peanut producers in India to begin providing their own supply of in-flight snacks in a variety of flavors. The diversification of the portfolio would reduce operating expenses through synergy, improve quality, and secure the supply chain of the airline. These changes would make the airline more fit to survive the tightening business environment than its peers.

WBD also began to buy up long call positions on the commodities markets on the prices of oil as the more planes that were in the air, the more of them that would have to buy fuel and that will certainly drive the price of petrol skywards.

A lawsuit was also filed against Dragon Air, claiming the name too closely resembled the existing airline's designation. An argument was filed that not only was it in violation of domestic branding, trademarking, and copyright laws, but that it would pose a hazard to air travel by making flight name designations so similar they could be confusing to air traffic controllers.

DragonAir is the official domestic airline in the People's Republic of China. It is by far the biggest airline which has been in existence in the People's Republic for 11 years and we don't fly international routes. The only reason DragonAir even looked on flying this routes were because they were in close proximity to China and we have been getting requests to start routes to Urumqi and Yining for a very long time. We aren't about to change our name.

The Ministry of Transportation has assigned distinct Airline Designator Codes to both airlines within Cochin National ATC limits and hence there would be no reason for Dragon Air to change its name. The Department of Air Transport would submit a deposition in that order before the appropriate court.

Project Evergreen is an effort to preserve the existing forest cover in India. Ministry of Natural Resources would concentrated on reducing and rolling back instances of human encroachment on forest land in these areas. Project Poacher would be an effort launched by Ministry of Natural Resources and Royal Cochin Police Forces to enforce an absolute ban on poaching in the various protected forests of the Kingdom. Alarming increases of poaching in Tiger, Elephant, Rhinoceros and other protected species over the past few years and instances of dwindling population traits in natural habitats have occasioned such measures.

Royal Cochin Police Force and Forest Ranger Service personnel shall conduct joint training to impart fire arms training to Rangers and impart jungle familiarization to RCPF troopers in rural forest areas. RCPF and Rangers shall produce consolidated lists of offenders in poaching. The minimum punishment of poaching would be raised to 5 years of rigorous imprisonment. Serial poachers graded as Class A Offender by Cochin Forest Service is liable to be designated "Shoot on Sight" target by the relevant District Collector or Superintendent of Police on recommendation from the seniormost Cochin Forest Service official in the District.

Trade in forest produces pertaining to endangered species is also hereby banned. A consolidated list of endangered species would be published soon by the Ministry. Tribals and villagers found to be engaged in poaching activities as part of hereditary and traditional roles would be encouraged to desist from such activities and their activities would be liable to strict monitoring from Ministry of Natural Resources and Ministry of Interior to ensure that their activities do not go beyond sustenance and traditional levels to become commercial in nature. Any person engaging in commercial poaching in the name of tradition would also be liable to the same legal actions.

Any person possessing of produce from endangered species is hereby required to register their possession details to Ministry of Natural Resources. Any person found to be in possession of unregistered or unaccounted contraband would be liable for criminal prosecution. Any person found to posses contraband more than a certain individual limit would have the same confioscated from him and would be liable to be subjected to fines.[/quote]

The Ministry of Transportation announces the establishment of the Department of Inland Navigation to promote the said mode of transportation in the Kingdom.

The Kingdom has an abundance of navigable rivers which can greatly contribute to the economic development of the nation as well as provide a valuable boost to several economies as well as create a wide range of employment opportunities.

The map below shows the principal navigable rivers of the subcontinent.

Accordingly in the first phase of development, 5 National Waterways are to be established.

[b]National Waterway 1[/b]

Allahabad — Haldia stretch of the Ganga-Bhagirathi-Hooghly river system.
Length = 1620 km
Fixed terminals = Haldia, BISN (Kolkata), Pakur, Farrakka and Patna.
Floating terminals = Haldia, Kolkata, Diamond Harbour, Katwa, Tribeni,Baharampur, Jangipur, Bhagalpur, Semaria, Doriganj, Ballia, Ghazipur, Varanasi, Chunar and Allahabad.

[b]National Waterway 2[/b]

Sadiya — Dhubri stretch of Brahmaputra river.
Length = 891 km
Fixed terminals = Pandu.
Floating terminals = Dhubri, Jogighopa, Tezpur, Silghat, Dibrugarh, Jamgurhi, Bogibil, Saikhowa and Sadiya

[b]National Waterway 3[/b]

Kottapuram-Kollam stretch of the West Coast Canal, Champakara Canal and Udyogmandal Canal.
Length = 205 km
Fixed terminals = Aluva, Viakom, KayamKulam, Kottapuram, Maradu, Chratala, Trikkunnapuzha, Kollam and Alappuzha.

Kakinada - Puducherry stretch of Canals and the Kaluvelly Tank, Bhadrachalam – Rajahmundry stretch of River Godavari and Wazirabad – Vijayawada stretch of River Krishna.
Length = 1095 km

[b]National Waterway 5[/b]

Talcher- Dhamra stretch of river Brahmani, Geonkhali- Charbatia stretch of East Coast Canal, Charbatia- Dhamra stretch of Matai river and Mangalgadi – Paradip stretch of Mahanadi delta rivers.[1]
Length = 623 km

In addition within the next 5 years the following river systems would also be developed for starting new waterways.

1. River Narmada - Gujarat, Madhya Pradesh
2. River Tapi - Gujarat, Maharashtra , Madhya Pradesh
3. River Mahanadi (NW5 Extension) - Orissa, Chhatisgarh
4. River Godawari (NW4 Extension) - Andhra Pradesh , Maharashtra
5. River Krishna (NW4 Extension) - Andhra Pradesh, Karnataka, Maharashtra

In association with maintaining and establishing these waterways, Dept of Inland Navigation would also promote passenger, tourist and freight transportation through these waterways. DIN shall also promote ship and boat manufacturing industries associated with these Waterways. Promotion of waterways as recreation centers is also expected to generate further employment opportunities. The reduction in pollution due to the inherent efficiency and economy of inland navigation is expected to boost the efforts of other Ministries and their own development initiatives.
