Tech change - did it affect spy operations?

Spy operation odds are determined by the following formulas:

Attacking spies chances of success are determined by (number of spies) + (technology level / 20)

The defending nation's counter intelligence systems are determined by (number of spies) + (technology level / 20) + (land purchased / 70). Threat level modifiers are also taken into account for the defender.

This comes from the CN page about what spies can do. Where the tech NS multiplier is now just 5 - is the spy op multiplier just 5 as well?

The change was only the effect tech had on NS.

Used to be +20 NS per Tech Level, now it's +5.

So there was no change to spy operations at all.
