Depends on the NS of the alliance too I imagine. 4-5 100k NS nations together would probably prevent raiders, whereas it would take at least 10-15 nations in most scenarios. Pretty much this. A two man alliance still is an alliance, being raided or not, having a protectorade treaty or not. Eg: ZDP, they are raided, not have a protectorade and still are an alliance. You've asked what an alliance is, but it would seem that people are discussing what an alliance has to achieve to be recognised by them individually. A government is either a government of nothing or a government of something, but they are a government nonetheless.
