"If you approve, this will happen. The northern part will come under your jurisdiction, so you may use it as you want. Baden-Württemberg will stay as under our jusrisdiction. This 'new nation' is the Deutscher Bund, see here.

If you don't approve, we'll just pretend this message was never sent.

And this offer is basically a 'take it or leave it'. You take it, it happens. You don't, we keep that northern bit. The new nation is being established right now.

So, yes, it's unfortunately not really an option. We will transfer control of the regions to you. At last Hessen and Rheinland-Pfalz will no longer be split.

To the first part, there was no reply. He did not expect communist to understand Odal concepts. For the Northern ones, it was big enough of a wonder as it was that they had been as reasonable as they had been, especially when comparing to the states that GDR had come from. All in all, in spite of the lingering disgust on the German population and Government, it was anyway a massive improvement.

"We'll contact you later. Right now, we need to start a propaganda campaign to make our people like yours a bit more and hate...Well, someone else more in turn. Probably Dalmatia, they're our direct neighbours and we've never been on good terms, anyways. Germans shouldn't hate each other."
