OOC: pretty much we should have a clause, but it needs to make clear that regional agreements between nations should take priority over PEPTO administration. The Iberian pact works because its all in one small region.

A spy from Soviet Russia broke into our port facility and attempted to steal a nuclear device, but when his attempts failed he opened fire on port guards, killing one and injuring six before he was gunned down.

We have contacted the government of Soviet Russia about this, and well, you'd better look at it yourselves.
