Classified Radio Message to Caucasia

My plane is fueling up and we should be in the air shortly. I hope now is a good time for us to meet, Im not sure how much longer Im going to be free.

A limousine awaited the Steward, and when he arrived, he was driven to the palace. He was then escorted by four Liberty Guardsmen to the King's conference room, where the eighteen-year old king sat at the table. He stood when Jean entered, smiling. "Welcome, Mr. d'Aosta. It's a pleasure to meet you." He shook Jean's hand. "Congratulations on your victory, if it can be called that, over Italy."

The pleasure is all mine your Highness, and please, call me Jean. Thank you for the congratulations, though I would not go so far as to call this a victory, an inter-Italian war is a terrible thing. I am just glad it is over and the rebuilding can begin.

"Civil war is a terrible thing. Caucasia underwent one itself recently." James's face twitched. "And this palace is a good one, but it doesn't compare to the old Royal Palace in Tbilisi...at least, before Helzan nuked it. Apparently, they thought we dropped some bombs into the Sahara desert, and figured it would be a fair trade to nuke our largest city.

But I can give you a history recap some other time. There are other matters to discuss. As you may or may not know, both the Kingdom of Caucasia, like the Sicilian League was formed through an independence agreement with Rebel Army. And, also like the League, we signed our first treaty with Rebel Army. Of course, this has led to Caucasia being viewed by some as Rebel Army's lackey, but it also means we have a mutual ally, and are mutually influenced. Do you see where I'm headed?"

Tis a shame, wars can lead to so many unfortunate misunderstandings, they cause so much unfortunate destruction. I do see your point yes, we share a common ally in Rebel Army and Lavo, a man who has been very good to both of us. While we are on the subject, I would like to thank you for your very vocal support throughout the entire Italian ordeal, it eases the burden to know that there are people, such as your self, in the world who support your cause.

"Not a problem. Borghese struck me as an arrogant fool, what with his claims to be the 'choice of the people'." He chuckled. "I really think the terms 'fascism' and 'choice of the people' are polar opposites. Sure, they might choose it in the start, but, in the end, they don't. Italy has done this twice; once with Mussolini, once with Borghese.

Your RFI program struck a good chord with the Caucasian people. They love the libertarian values of Caucasia, and the RFI broadcasts have brought a respect of Sicily to the homes of Caucasia. And the government, of course, wholeheartedly supports you; hence the fifty billion Caucasian marks we sent you.

I propose that we sign a treaty. One of mutual defense, with a possible aggression clause." He reached into a drawer on the conference table and withdrew a paper.

"Read it over."

The Kingdom of Caucasia and the Sicilian League, recognizing their distinct cultural bonds, mutual respect, and strengthening friendship, hereby agree to a treaty of defense and aggression.

[b]Article I. Non Aggression[/b]
The Kingdom of Caucasia and Sicilian League, henceforth referred to as Caucasia and Sicily, respectively, do agree to non aggression. Neither nation shall engage in, or condone, any act that may harm or be to the detriment of their co-signatory. This includes, but is not limited to, spy operations, military action, and granting military access to hostile forces.

[b]Article II. Free Trade[/b]
Caucasia and Sicily hereby agree to abolish all tariffs on trade between their nations.

[b]Article III. Mutual Defense[/b]
Should either signatory fall under attack, the other is required to enter the conflict with military and financial support.

[b]Article IV. Optional Aggression[/b]
Should either signatory find it necessary to declare war upon another, the other has the option, but is not obligated, to declare war in assistance of the aggressor.

Article V. Cancellation[/b]
This treaty may be terminated at any time, provided that 72 hours advance notice is given, during which time the treaty remains in effect.
