IC: Years ago the Holy Empire of the Eternal Phoenix and Holy Imperium of Man having found direct links between our sovereigns signed a treaty in friendship, in the times that followed the brotherhood has increased to a point by now where we can not express it on paper. Our people have married with each other, our people have going to the same events and our economies have been tied immune to any outside influences. Therefore the Holy Empire of the Eternal Phoenix and the Holy Imperium of Man hereby announce the Holy American Empire. A Superpower only passed by a few, today we announce an empire build to last. Charter of the Holy American Empire Preamble: This charter will serve as the Federal law of the Holy American Empire. The member states or provinces are expected to follow the regulations. Division of Land: The Holy American Empire will consist of 2 greater areas with individual states. These 2 will be the Imperium of Man(composed of the former territory of the Holy Imperium of Man) and Phoenicia(composed of the former territory of the Holy Empire of the Eternal Phoenix). Within these 2 areas the local sovereign can divide their territory in states represented in the Global Assembly. Government: The Holy American Empire will be led by 2 Sovereigns, 1 from the Imperium of Man and 1 from Phoenicia. All decisions involving foreign relations or military must be made unanimous. Responsibility can be delegated to individuals. These individuals will maintain their own area on an Imperial level. Military: The Armed Forces of the Holy American Empire will be put under a commission of 6 people, the 3 highest officers of the Imperium of Man and the 3 highest officials of Phoenicia. While decisions are made for the whole Empire each area is responsible for forming and maintaining their own part. The divisions of the Empire will always include the area they come from. Economy: The Holy American Empire will be following the previous models in the former Holy Imperium of Man and Phoenicia. The Central Bank seated in the capital will be responsible for the interest rate and issuing the currency of the Empire. Religion: Each region will maintain the right to decide their own form of religious freedom or lack thereof. The Imperial government will not interfere. Language: Previous languages will be allowed within their respective areas of the Empire. A new Imperial language will be created and taught on all schools. Rights of individual states: Every state or province will form their local laws and regulations as long as these do not interfere with Imperial regulations. Should a state ever wish to secede it will require 75% of their population in favor and the support of a Sovereign. Should these demands not be met the state will not be allowed to leave. Our foreign relations from the past will remain with a few exceptions, first of all travel and/or trade blockades or embargoes enacted by previous governments are hereby considered lifted, due to overlap with a Mutual Defense and Optional Aggression Pact with New England the Mutual Defense Pact will be merged with the other one. All other treaties carry over. More announcements in regards to formation and government will be announced soon. Until then we welcome comments. They are instantly the most populous nation in the hemisphere...that will be their main military strength as well, as they still cannot compete technologically with us or Viniland...although they will see major growth. *Public* We welcome the American Empire to the world and wish to maintain the good relations we had with the Phoenix Empire. In either event, we congratulate you once more, and wish that the HAE was built to last, (OOC: although we must inquire about our treaty, an MDP, with the PE. The gift basket was received and a piece of historic South American art from one of the native tribes that had lived there was send in return with a small note attached.
