Haruhi sat down at her chair, still in the same Palace as long before. She'd met the new Generalissimo of Procintica when she was just a Minister back at her coronation during the Haruhiist Empire. Times had definitely changed, and so had the nation she was in. The Empire was now a Socialist Republic, and she was no longer God-Empress, but an Eternal President. Her reverence in society and the nation however, didn't change. As she leaned back for one moment, and let herself daydream, she began to realize what she wanted to do. It had been awhile since their was a guest in the capital of Haruhigrad, not since the days of Empire. The SST had not even had a single guest within it, and was mostly an isolationist state, not being nearly as open as the Empire.

Haruhi opened her drawer, and took out a piece of paper and an ink pen. She hated ink pens, they were tedious, but this made the letter look more 'official'. She still didn't have the taste for that word, official. It bugged her somewhat, actually. But she began to write, regardless

Dear Generalissimo of Procintica,

It has been almost an eternity since we last met, and under far different circumstances. I ask you here now, to visit my nation once more. While it may seem strange, and timing random, I think it's about time that we actually see one another once more, and begin to talk relations amongst our relevant states. As for your new position, despite the circumstances under which you gained it, congratulations. You are more than capable of your position, in my opinion. The request for visitation isn't just official, but personally, since I found you be a fun and amusing person. I hope to receive a reply as soon as possible.

After writing it, she stuck it in an envelope and sent it on it's way. Maybe she should send one to Amy in the future, who knew.

While it may seem strange, and timing random, I think it's about time that we actually see one another once more, and begin to talk relations amongst our relevant states. As for your new position, despite the circumstances under which you gained it, congratulations. You are more than capable of your position, in my opinion. The request for visitation isn't just official, but personally, since I found you be a fun and amusing person. I hope to receive a reply as soon as possible.

Haruhi Suzumiya – Liska hadn’t forgotten

. . . Liska shuttered at a series of completely embarissing an undignified memories. It had also been the nearly most fun Liska had since Kiska. . . maybe it wasn’t so bad.

A young, inexperienced, diplomat might be helpless to being involuntarily unclothed and then forcibly attired into a slightly ridiculous and incredibly indecent bunny suit by an overly enthusiastic God-Empress. . . but today Haruhi wasn’t an Empress and Liska wasn’t a diplomat, and aside from that minor divinity thing, a President and a Generalissimo were equals. Liska didn’t really associate with anyone her own age, unable to count friends amongst her peers on a single hand. The thought of another girl (goddess or otherwise) as a companion was appealing - not that Avita and Jameson weren’t good friends, but it wasn’t the same.

Liska packed a bag, chartered a jet, and wrote quick reply,

I’m already on the way, see you soon enough

Haruhi stood over her desk, and got up slowly. She stood still for a moment, clicked her boots together, and got her thoughts in order. As she shuffled through her closet, she picked out something not exactly formal, but nice. The end result was a black jacket covering her white clothes, and a red beret.

She walked contently to the door, and passed the guards and offices of the Palace. She let her boots click continiously, and her slight smile be seen openly. She was meeting a friend, and reminded herself to get Amy to come eventually, that thought still rang in her head. She hadn't seen Ms. Tojimaru in an eternity. A car was able to pull up for her soon enough as she walked out the door, and she stepped in, and headed for the airport. The trip wasn't two long, and took the expected 10 minutes. As she arrived, she looked through the flight information and stood at the gate waiting area.

Jet travel was definitely the way to go, none of the hassles of a propeller seaplane with more than quadruple the speed, Liska couldn’t help to consider adding a Learjet into next year’s national budget.

Clad in her usual school uniform Liska exited the aircraft into a surprisingly derelict terminal. Signs of People's Democratic Haruhiist Republic of Karafuto’s isolationism were immediately apparent as haruhigrad’s international airport was so much more silent than Liska’s last visit, lacking the activity and crowds of a bustling international hub, it almost seemed like she was the only traveler in the building. The state of international travel in the Haruhiist republic was completely overshadowed by the presence of Haruhi herself, Liska braced herself for the near inevitable tackle-hug.

Haruhi looked at Liska, and could almost feel that she expected what was to come. She hugged Liska tightly, almost like she once did Mikuru, and cuddled her for a moment. Seeing her friends from outside the country, besides her usual, was a fun experience and she enjoyed the ability to do so. Despite this, her ability to make friends, and have good ones, still was limited. The ones she did keep and manage to acquire, however, she found to be the best people on the earth she could come across. She let go from the hug, to let Liska get some air.

"You know, it's been so long. I'm good to have you back here. I know the circumstances are different, but I want you to know your still my friend. To me, as far as non-formal or diplomatic stuff goes, nothing has changed at all. Although I will plead guilty to some extent on calling you here for treaty matters."

She backed away for a second, awaiting Liska's response, then smiled.

"Between investigating international mysteries, reveling international conspiracies, solving the mysteries of time, and reforming Procinctia’s political system, the whole generalissimo thing has been a bit overwhelming and I haven’t been able to really stay in touch. . . I can’t say I’ve been a very good friend.

Still, it’s good to be back here with you - even if I’m a generalissimo and you’re an el presidente.

Treaty matters, eh? Since when has Haruhi been all business?"

Haruhi chuckled a little.

"I've never really been all too serious about my work, until a bit lately. Of course, i still feel like acting as my normal eccentric, random, happy self. However, there are times where I have to wear the mask of a leader, and do what's best for my nation."

"You play the part well, I haven’t been able to achieve anywhere near that kind of balance . . . I’ve been taking the whole head-of-state thing a little too seriously, while national leadership is an important responsibility, it was too easy to lose myself to the authority of that position.

Don’t loss your eccentric, random, happy self to the demands of the job."

Liska met Haruhi’s eyes and frowned slightly, “Procinctia has the worst economy, smallest population, and least powerful military of any nation - I rule the smallest and weakest territory in the world. You realize any possible treaty between our countries will be completely unbalanced, Procinctia has very little to offer your republic, and it wouldn’t be a fair exchange? P.D.H.R.K. is an emerging Asian power, while Procinctia is a war-ravaged near wasteland. I know we’re friends, but I refuse to take advantage of your goodwill without hearing your reasoning for this.”

Haruhi smiled for a moment, and then took it upon herself to answer.

"Because despite the circumstances, I know all this. While it may seem odd, here is how I balance it. I'd be signing a treaty not just because we're friends, but because I wish to help your nation. Simply put, we'd be helping you rebuild your nation into it's former self. By doing this, I believe your people will look towards the sky and smile. The only thing that you have to offer me in return, is your friendship. That is all that truly matters."

“Look towards the sky and smile? That’s not rebuilding my nation into it's former self – it’s a significant improvement.

Friendship for friendship? As acting Generalissimo of Procinctia accept I’ll accept near whatever you offer,”

Liska reaches out her hand to Haruhi, “I can say it’s certainly more pleasant than negotiating with Tahoe.”

Haruhi proudly took Liska's hand as shook it.

"I'm pleased that you've allowed me the honor."

Afterwards, she let out a slight chuckle from the formality, and returned to her normal self.

"As for the formality, and the officiality, it would basically just be a treaty based on a process of foreign aid. Our goal would be to restore Procintica's pre-war state, and beyond. Infrastructure projects would be of the upmost importance, as would housing and industry. Gah, formality is no annoying. But i guess it's required sometimes, what can you expect?"

Following the embrace Liska takes a moment to fumble through her school jacket, revealing a Generalissimo-esque Castro hat, donning the paramilitary headwear Liska responds. “Now that I have that the hat on it’s official, we’ll write up the treaty later, it’s not like I have anything scheduled for the next week. . . Before all the officalism started I heard something about just relaxing and hanging out? What do you have in mind?”

Liska mock curtsies with her school uniform, “Do you require my services as chauffeur dear Lady President Suzumiya?”

“Wasn’t he promoted to a Ministry Level position? Even as a Minister he’s still you ever-loyal errand boy. . . Not that there’s anything wrong with a career consisting solely of carrying seemingly meaningless tasks – ministry level or otherwise my sister’s entire adult live consisted of carrying out meaningless tasks at Generalissimo’s whim.

Kyon might be the most refreshingly normal person I’ve met in a long time, I’m almost tempted to announce a conference declaring him the scientific standard of adolescent normalcy – the Kyon Scale. How is Kyon, another person I haven’t been keeping in contact with, doing these days?"

OOC: Sorry for the unusual posting pattern, i keep falling asleep shortly after getting back home.

IC: Haruhi thought in depth about that, and sometimes wondered how much she even liked Kyon. Was he simply a puppet pulled by her, or something more? To her, Kyon was someone special that surpassed others she knew. However, now was not time for such thoughts, even if the air was easy-going and free.

"Kyon is doing rather well actually, he's just been exceptionally bored, since most domestic affairs are rather calm. He'll have work coming in the near future, and i'm quite sure he'll enjoy it. I think your idea for a Kyon Scale is amusing, though, and you should do it."

She chuckled, and then in the corner of her eye saw Kyon walk up, and come forward. He began to speak.

"Sorry for the wait, I was just getting some better clothing on. Oh, hey Liska."

Kyon cleaned up nicely, Liska considered it a real shame he was completely off limits.

Haruhi’s expressive in the same way as Generalissimo, perhaps it was something common among individuals of a certain eccentric persuasion. It didn’t take much introspective for Liska to realize a reason for Haruhi’s pause, uncertainty regarding Kyon, more specifically what Kyon means to her. Unlike Generalissimo’s usual indifference to people’s emotions, Liska always takes great care in deciphering feelings of others and taking them into consideration. Liska wasn’t going to risk her friendship with Haruhi over a boy, especially a boy the other girl couldn’t make her mind up about. This was the only friendship Liska had with another girl her anywhere close to her age – it wouldn’t be worth it.

Liksa politely bowed in greeting to Kyon, “It’s been awhile, how’s el presidente been treating you these days? What’s on the agenda for today?

I’m assuming you know because right now I'm thinking you’re probably going to be our bodyguard, butler, chauffeur, concierge, and tour guide for most of this week.”

Kyon glanced at Liska for a moment and realized the look in her eyes. Did she like him, or was it just air getting to his head? He had absolutely no clue, but was curious to find out. Haruhi had gotten in the car and was just keeping herself occupied until they both came along. Maybe she had left them alone for a reason? Kyon knew Haruhi had a 'fling' for him at times, and liked him alot, but it seemed like she never cared at expressing it. Maybe her expression was different from the norm, considering it was Haruhi.

"Hey, uh, Liska. I have to ask you something, because I'm feeling curious. Do you happen to, err, like me? As for your question, yes."

He returned her bow with a Japanese head bow, the traditional way a mature person would great someone of 'equal status'

Liska’s first inclination would have been to blink rapidly, blush furiously, and mumble an incoherent response – fortunately Theodore Jameson’s intense crash course diplomatic training was more than adequate for circumstances requiring the connivance of teenage emotions.

“Kyon, you might define like. . .

like carries a lot of weight in a certain teenage demographic. . . we’re in that demographic.

Do I like you? I’ve ‘liked’ you even before our first encounter.

Kyon, you’re adorable, I can’t help it. Passions of adolescence are known to be entirely unreliable, I was long infatuated with someone else before we met.

I’m not entirely confident of my own feelings, but I’m less sure of how Haruhi feels about you. Haruhi might be my only friend. . . maybe not my only friend, there’s still Avita Karnikov and Theodore Jameson, those relationships aren’t not equal because they’ve always looked out for me as adults. . . previous nervous ranting aside withstanding. . .

Haruhi is an important person to me, I would never intentionally do anything to hurt her, and I refuse to selfishly let something like this separate us.

My loyalty to her far exceeds my desire for you, I’m sorry.

I would prefer Haruhi didn’t hear about this anyti – wait. . . she’s behind me isn’t she?"

Haruhi smiled and hugged Liska from behind, hearing the conversation first hand and understanding every waking minute of it. To her, Kyon was special, but not to the extent that she'd ever kill herself over being with him. Her own happiness usually mattered over the others around her, but to her Liska deserved to be happy. Kyon never returned her feelings no matter how hard she tried to use her own eccentricity to bring it out.

"Liska, it's ok.." Haruhi said while still hugging the foreign leader and close friend.

"Kyon likes you and I can accept that. To me, he's a special and important person in my life, but nothing more. If he truly wants to ask you that then obviously he's trying to cover his own feelings and likes you in return. If i was you, i'd chase after him."

She smiled once more and then let go.

An ‘I Want My Beloved To Be Happy’ speech? Haruhi heard everything, and Liska immediately realized the depth of her unintentional betrayal.

Haruhi! 1 ? ! 1 ?

I’m so sorry *sob*

Now I’m a home wrecking slut like Sarah Tintagyl *sob*

I didn’t mean to *sob*

The hug helped, a little, as an adult Liska didn’t need it or anything. . . it was just comfortably reassuring, support enough to stop the crying. Brushing a tear. . . but not a tear because generalissimos don’t cry, just clearing something from her eye. . . Liska smiled back at Haruhi before facing Kyon once more – and paused.

A few seconds turned into a minute, and the minute turned into minutes, but Liksa couldn’t think of anything to say.

Finally breaking an extended dramatic silence, “Ky- - yon, um, yeah. . .” Liska completely failed a mangled attempt at sentence construction.

Preemptive Out of Character Appology: No offence to Sarah Tintagyl, but unlike Generalissimo Liska isn’t a fan of the Sarah Tintagyl character.

Kyon sighed and looked at Liska as she messed up her sentences. To him, it was cute. Regardless of whatever might come from this moment he knew something for certain: Haruhi was being serious, and knew this would happen. She was a sharp girl, he'd give her credit for that. He knew what he wanted to do in this situation. To him, Liska was more than some foreigner sent to enjoy a day with Haruhi. He liked her, and he couldn't admit it in words. He chose the second best option available to him at the moment: a gesture to show it.

He walked towards Liska as she wiped her eyes and appeared broken for the moment. With one swift move, he took his hands and wrapped them around her in an embrace. He wasn't letting her go anytime soon. He had the chance, and he had taken it. If this didn't convey his feelings, he didn't know what on the earth could show them more than this other than something further down the romantic line.

Haruhi watched on and smiled, knowing she'd just made this vacation even better.

And so, my goals have been achieved and I've purposely made someone else happy. Why? Because I can.

She thought this to herself, as she walked back towards the car with a smile on her face.
