Dear Carthage,

We have 80,000 forces in the southern Jotho region, accompanied by a numerable armored force. 
It is understood of your recent acquisition and annexation of the lands, but we must inform you that we 
have various military bases within the region that we will not be giving up, along with several industrial 
complexes in the southwestern and southeastern corridors that were unaffected by the war. However, 
we request that the Johto Empire be restored to its previous sovereignty and/or allow our bases and 
industrial complexes to remain intact for the duration of time.

-MESSAGE-

It is understood that the UMS has several bases and industrial complexes in the southern area
of what used to be the Johto Empire.  Their government is currently being held for the war crime 
of faking a casus belli.  Their God-King, the supreme dictator, killed himself and what was left of
the government is military leaders being held in camps while we sweep the area for any dangers 
to civilians.  There is no possible way to restore the sovereignty of the Johto Empire**.
We will, however, allow full access and use of UMS bases and industrial complexes, provided they are given a safety inspection twice a year.

Then obviously the latter is the route we shall follow, and of course safety inspections will be allowed 
as per cooperation in the Aphrike treaty.
