The Republic of Magadanskaya petitions Vauleo-Buryatia for independant statehood.

It had begun as a simple idea. That apart from military protection, they were autonomous. That they were running their land and cities well. However, outside of private land, lack over government investment and capital had resulted in poor networks between the cities. It was almost like ancient Greece, to those who were educated. A group of geographically close city-states wishing for a increase in power, advancement and quality of life.

To the hot headed people, it looked like a free for all war was just around the corner, as the rich gold and oil deposits could send any one city leaping forward if they seized all of them. Calmer heads prevailed, and a long period of discussion was used to formulate their plan. They would become a semi presidential republic, with a Unicameral parliment headed by a Prime Minister and executive power residing with the president. The cities and the surrounding land had a census taken, and the 101 seats in the parliament divided into groups with size proportional to the population of the oblast they represented.

From the outset, three main political parties emerged. The Social Front, a highly authoritarian group, espousing the benefits of a socialist economy remained the least favoured, as the people wished for self rule rather than a tyrant closer to home. The Party for Progress retained socialistic ideals, although to a lesser degree than the Social Front, but also pushed for a muted foreign doctrine, and a very liberal domestic influence, since the creation of the state was to provide for the people, rather than to pressure and restrain them. With the majority of the polling in the cities placing this group in the clear lead it was likely when parliament formed they would control ~55%of the seats by themselves. The Liberal party was the final group to emerge, a series of high profile businessmen with a strong core of supporters, this party wishes for a pure capitalist system, although it also treads a socially middle line with strong domestic and foreign doctrines, aimed at economic growth and trade.

The draft of the constitution set the role of President to the leader of the political party with the most seats in the house. With him rested foreign affairs and executive power, while the Prime Minister could be elected from any political party by popular vote, and was designated with domestic affairs. Finally parliament would be made up of members of political parties, each of which had to register and run in one particular Oblast. The Parliamentary seats for the Oblast would go to members of the political party which won the majority of the votes for that region. The Parliament had full legislative authority and with a super majority of members could pass bills without presidential approval or call a vote of no confidence in the president, possibly leading to an impeachment.

It was designated that suffrage was universal for all citizens; over the age of 18, without a criminal conviction leading to forced labour for a period of more than three months or equivalent, and possessing high school qualifications, trade certificate or equivalent. Those with a criminal conviction or lacking the qualifications were not allowed to vote.

Several laws had been drafted and only required the approval of the yet to be formed parliment to implement. Crime would be punished with terms of forced labour, while those unfit for it would be fined and sentenced to house detention for minor crimes, or relocated to guarded islands in the Sea of Okhotsk where criminal communities would be established so that serious offenders were not a drain on the state while also being separated from society. There was to be little or no other forms of legal punishment.

With this foundation in place, the heads of the political parties released a broadcast from their new Parlimentary building in Madagan.

A day comes, when a new state is born. It is a great day, signaling yet again, mans desire to be involved in something greater. We too, wish to be something greater, for the people within and the people without. From common consensus, the people of the Vauleo-Buryatian Protectorate region wish to form a country, the Republic of Magadanskaya.

Hence, we petition the Socialist Union of Vauleo-Buryatia to grant us our statehood, and to sign a Standard Declaration of Independence Agreement with us.

Our new day comes a herald of improvement, and of hard work, for as every man and woman of this nation knows, little is gained from idle chat.

After that, each of the leaders of the three parties appeared on the screen.

Once we are granted our independence, one of these men will be voted in as President, while the position Prime Minister would be determined by popular vote, with all elections occurring not more than 30 days after Independence. Foreign observers are welcome and diplomatic receptions will be held shortly after parliament is convened.

The government of Vauleo-Buryatia sends the following Communication to the Provisional Government:

"Should your provisional government wish to proceed with an Independence declaration, we require that you sign the following SIA agreement. We will continue to monitor the situation, even after independence to ensure that your government does not lose touch with the wishes of the people they represent. We hope that your government will do its part to be a positive member of the community of Asian Nations."

Standard Independence Agreement (SIA)

Article 1: The government of Vauleo-Buryatia shall, upon the signing of this agreement, recognize the government of Republic of Magadanskaya as a sovereign and independent entity representative of the wishes of the people in its territory

Article 2: The government of Republic of Magadanskaya shall accordingly assume all duties including the defense of the territory upon the withdrawal of Vauleo-Buryatian peacekeepers.

Article 3: The territory to be held by the Republic of Magadanskaya shall be subject to the Zhukov Doctrine. This means that, should the government of Republic of Magadanskaya be removed, collapse, dissolve or should the territory descend into anarchy, disorder or any situation whereby the government of Magadanskaya is unable to govern, the territory would return to its status as a Vauleo-Buryatian protectorate regardless of any other agreement regarding the territory

Article 4: The government of Vauleo-Buryatia agrees to hold future negotiations regarding ceding additional territory to the Republic of Magadanskaya for reasons of natural growth if and when this becomes necessary

Article 5: Except in situations where the Zhukov Doctrine is activated, the government of Vauleo-Buryatia shall not be responsible for the defense of the Republic of Magadanskaya against any threats be they internal or external. In short this is not a guarantee of Magadanskaya's independence.

Article 6: This agreement shall remain enacted unless the government of Vauleo-Buryatia collapses without a successor state or if the Zhukov Doctrine results in the territory returning to its Protectorate status

Article 7: The government of Vauleo-Buryatia shall maintain a contingent of 80 peacekeepers in the region to become the Republic of Magadanskaya for a period of not less than four months. The Peacekeepers shall monitor the process of handover and ensure that the voices of the people are heard. After the period of four months has expired, the Peacekeepers shall be withdrawn.

We thank Vauleo-Buryatia very much for letting us cede with this much grace and wisdom. We will comply with all measures required by your state and all legal formalities within. We came to form this government of the people, and we do wish you maintain a presence to ensure this. We also offer you the honor of being the first country with which we exchange ambassadors.

As for the SIA, we will happily sign it, and so do we affix our names.

We certainly wish we can be respected and positive members of our greater Asian community.

With this assurance of sovereignty, many measures that had been planned began to unfold. Some of they unfolded rapidly, such as election preparation, as it was vital that this occur quickly, to uphold the promises that had been made. It was determined that the election was to be held in fourteen days, however much campaigning had already taken place and the political divisions of the peoples were quite apparent.

Other plans like the dramatic increase in the amount of road and rail connections within the nation were slower, and care had to be taken to make sure that the money would be invested wisely. Already unification had stated the increase of intercity travel and commerce. One of the longer term plans was to round up the many bandits and outlaws that lived outside of city limits. They would be formed into labour camps and used to help build this new country, a move which most of the lawful citizens supported.

The final plan that was enacted was the commencement of training of a military, to defend the republic. The Magadanskayan Defense force was started, and a focus on light infantry was decided on, so enable the rather minimal defense budget to go as far as possible.

Other items like the delegation of Diplomatic representatives to neighbors would be left until Parliament had convened. Longer term goals could not be finalized as the future of the country would be determined by the party which won the upcoming elections.

With the agreement signed, the first wave of Vauleo-Buryatian Peacekeeping forces begins their withdrawal. Division Commanders draw up detailed plans to gradually withdraw peacekeepers until only 80 of them remain.

The remaining Peacekeepers begin construction of what will be, once completed, the Vauleo-Buryatian Embassy to Magadanskaya.
