Just pick three random nation rulers from the bottom 25%; they'll either be inexperienced or incompetent. A true nightmare comes from a clash of strong personalities. Dilber, Chris Kaos and Duffman, something like that. Sponge, Saber and Syzygy. Slayer, Chickenzilla and Martens. Those triumvirates would really get things moving.
