The Great Council of Fascism, after the events of this month in East Africa, considers this time appropriate for an international conference to resolve tensions and reach a common document concerning political cooperation, not-aggression, nuclear programs, trade, social policy. The following countries are officially invited to attend the conference: Italian Republic, Nation of Nod, Kingdom of Cochin, Republic of Carthage, Kingdom of Serca and Arctica. Our capital city, Littoria, will host the meeting and the Duce of Italica, Matteo De Falco, will chair the conference. The Great Council will wait for confirmation of all those invited for setting the start date.

With my Minister of Foreign Affairs currently in the Kingdom of Serca, I shall attend this important conference myself.

I have much to discuss on the topic of nuclear programs, as an anonymous and rogue nation with an active nuclear arsenal has attacked and obliterated a sovereign entity within the African Continent with nuclear weapons, having no regards to the literal and metaphorical 'fallout' of this reckless act, especially for those residing in the East African region.

The foreign delegations will arrive in Italica on 20th October. They will be received by the Chief Department for Foreign Affairs Renato Foggia at the "Benito Mussolini" International Airport and then transferred to the Black Zone, the super-guarded central governative neighborhood of Littoria designated to host the event, where they can rest and, if they want, take a short bilateral meetings with the Duce. The conference will begin October 22 in the Palace of the Fascist Civilization, just completed. Only the delegates and their translators are allowed to enter the Empire Hall, physical location of the debate. The entrances and exits of the Hall will be monitored by OVRA agents, the Secret Police.

The Duce of Italica will open the meeting with an introductory statement and will introduce the topics to be discussed. The Heads of State will speak on each topic in the following order:

Matteo De Falco, Duce of Italica

Kerala Vikram Varma, Prince of the Kingdom of Cochin

Alessandro Romano, King of Carthage

Kwalize Jackson, President of the Kingdom of Serca

Roberto Ciano, Governor General of Italian Somalia ( Italian Republic )

Hendrik Strijdom, Foreign Minister of the Republic of Transvaal

The Thurokiir, Arctica

As the Executive Minister boarded his Modified MILAC Mi-24 Ravager Gunship with his accompanying retinue, he turned and spoke to a lone figure standing before a large congregation of Elite Cadre Bodyguards. His sentence was short and to the point.

"Michaelson, this nation is yours until I return."

General Michaelson was silent as he and the others behind him saluted the now departing helicopter, the winds from the rotors drowning out all other noise.

The lead gunship, Noble One, was immediately flanked on both sides by two other helicopters, Juliet Three and Four. Residing in them were 10 of the most heavily armed, battle hardened and loyal ElCad Bodyguards the NoN had to offer, each. This time, the fate of Noble One's precious cargo was the anxiety of General Michaelson. It was he who ordered the heavy escort.

If the EM had his way, he would have gone alone.

Vikram Kerala Varma arrived at Bosaso in his personal G550 and would travel to Italica in a Blackhawk belonging to the X Infantry Division in Bosaso. He would be accompanied by 3 King's Guards soldiers and 4 diplomats from Cochin's Foreign Ministry.

The Thurokiir, Arctica

The Thurokiir, His Grace Lord Thadon I, arrived in Littoria on the 20th via airplane. Even in this den of fascism, he was unarmed and not under armed escort (the only member of Arctica's ruling group of three to routinely do so), bringing with him only some translators and an assistant to handle a laptop containing notes. If it was any of the other two leaders, they would have been under heavy escort and had a team waiting at the airport in case things went bad. Perhaps that is why Thadon was chosen to go.

Dressed in a fine white and brown outfit, Arctica's chief diplomat prepared for the meeting.

Foreign Minister Hendrik Strijdom made his arrival in a Transvaler Lugmag B-1 Lansier bomber. After having to deal with presenting Staatspresident Botha's recent bizarre tirade about the pan-dimensionalist existance of Transvaal, some 'simple' foreign diplomacy was suddenly a much more welcome prospect. He took a seat located as close to somewhere between the Arctican and Repubblica Italiana representitives. While Transvaal was now very close with the Italians, he also wanted to send the signal that despite frequent ideological differences which crop up, Transvaal regarded Arctica it's closest diplomatic 'ally' in Africa.

The EM arrived and, nodding to the Italian, took his place opposite the fascists.

In order to lose the 20 men guarding him, the Minister simply gave them the order to guard the tarmac the helicopters had previously landed on.

The Chief Department for Foreign Affairs Renato Foggia, with the black uniform of member of the Great Council, meets the foreign delegates arriving on the tarmac of the “Benito Mussolini” International Airport. Foggia shakes their hands while around them a whole battalion of MVSN Blackshirts raises the daggers to the sky. In the front of the terminal, the visitors can read one of the mottos of the Regime: NECESSARIO VINCERE, PIU' NECESSARIO COMBATTERE ( Win is Necessary, but Fight is more Necessary ). The surly OVRA agents inspect the perimeter. Foggia invites delegates to get on the armored cars that will lead them up to the Black Zone.

The Palace of the Fascist Civilization, Littoria

The cortege with the foreign ambassadors arrives at the Palace of Fascist Civilization in the late morning. The Heads of State are greeted by masses who gathered around the conference place. The national anthems of participating countries resound in the air; the atmosphere is festive and of sincere affection for the leaders of the East Africa powers, reunited to solve the problems of the region. The sky, covered with gray clouds, is controlled by ten Battle Helicopters “Ares” of the Italic Air Force.

A team of OVRA agents receive the delegates at the Palace and guide them through the huge and bright corridors of marble to the Empire Hall, physical location of the meeting. While the delegates take their reserved seats along the heavy oak table and OVRA agents monitor all doors, a Colonel of MVSN stiffens:

All agents and military personnel in the room raise their right arm in the roman salute. The Duce, Matteo De Falco, in uniform of MVSN General Commander, sits a few seconds later at the head of the table. A Secret Police officer gave him some documents. The Duce looks at them, quiet and concentrated, with his usual severe but not cruel expression ... then turns to delegates a broad smile.

<< Thank you, Gentlemen, for coming to this important conference that will probably define the political balance of this region and perhaps others. Your presence here is very important for me and for my Government, because it means that you place in me and in my Government your trust. Thank you, Gentlemen, to be here because together we can send a strong signal to the world: our ideological differences do not prevent us to sit around a table and politely discuss the great problems of our time. It's a great demonstration of our sincere desire for peace.

The first item on the agenda, considering its importance, is the “nuclear issue”. As you already know, Italica and the Italian Republic started a program to enrich uranium to arrive early to build nuclear arsenals able to guarantee the security of our Nations and the stability of military balances.

I think I can speak even for the Governor Robert Ciano, representative of the Government of Rome, when I say that no political agreement can ever force us to abandon our rights regarding the acquisition of nuclear weapons. For this reason, from this room it will leave only a recognition of our right, not a waste. This, of course, does not preclude us the path of dialogue and I am willing to give guarantees in order to reach unanimity. You are free to enter into this topic any other discussion regarding the nuclear policy of your Countries or others not present at this conference.

At the end of your intervention, I will assign the word in the established order that was sent days ago to your embassies.

Vikram Kerala Varma, Crown Prince of the Kingdom of Cochin walked up to the podium and spoke,

"Respected leaders of the world, statesmen and friends. First of all let me thank the Duce, Matteo de Falco for extending us an invitation to this Conference.

The Kingdom has a long and distinguished history with East Africa. During the time of the Republic of Free Somal, that revolutionary state which brought much needed peace and prosperity to this much suffering land, the Kingdom of Cochin had offered its help and assistance. Starting off with a few industries to bring a measure of prosperity to Somalians and a measure of security to the RoFS, Bosaso has turned out to be a shining example of true internationalism. Cochin is not just Asian, it is not just Chinese, Kazakh, Kyrgyz, Indian, Tibetan, Mongolian or Balochi, Cochin is also African , Somalian in character. From the first Cochin entrepreneur set foot on African soil we have striven hard to incorporate the African culture and traditions in everything we do here.

When we first established our military base in Bosaso the first priority was to educate our officers and men in the culture of Africa. We are not cultural predators, wherever we go, we adapt the host culture and assimilate it with ours own.

Bosaso is not a colony, it is today a sovereign territory, a full province of the Kingdom of Cochin. We might be imperialists, but we are not colonialists. If any example of our commitment to the cultural traditions of Somalia is to be seen, we point you towards our Universities, which have whole departments devoted to Somalian culture and traditions and our garrisons in Bosaso where everyone would be fluent in Somali.

In Bosaso English and Somali are equally the languages of communication.

Bosaso stands for the notion that we are not Africans or Asians or Europeans or Americans or Australians in exception. We are all cohabitants of a planet we share, we are all brothers and sisters, whose misfortune it has been to be divided by geography and sometimes by culture and language. Thus Bosaso is something that we consider worth fighting for. It is a heritage, it is a history, it is a commitment.

To protect such a commitment are extreme measures justified? We think so.

Every nation is justified in exploring all avenues to guarantee the safety of its citizens, in that respect, there is no stronger deterrent than nuclear weapons. But like every tool, nuclear weapons can be used for the good as well as for the bad. A responsible nation will use the specter of nuclear weapons to assure its defense, while an irresponsible nation can use the threat of a nuclear holocaust to justify any excesses it may commit towards a more forbearant nation. So long as the defender cares for the lives of its citizens, it would not risk an open conflict and thus would not oppose the aggressor.

Such has been the tactics used by many nations in the world. However a nation is not just a collection of people and a conglomeration of territories, it is a sense of shared values, principles- principles which must be fought for at all costs. A nation that does not show commitment to protect its citizens from external harm and willingness to use force to assure it is on a very slippery rope indeed.

Today our region has the shadow of a gathering storm looming over it. Aggressor nations are forming up alliances which could threaten the stability of our region. Under false statements of benevolence and morality they are planning on aggressive expansion. Nations that have callous disregard to the horrors of nuclear warfare are drumming the war hysteria. In turbulent times like these the Kingdom of Cochin calls upon all free nations of the region, nay the world to stand together and present a united front. For together we stand, divided we fall.
