Word out there is disaster relief for the extra slot but I don't really need that, I don't use my slots that much anyways. So would national research lab be better for +5% population? Or Great Monument/Great Temple (basically the same thing...up to +6 happiness) be better? TIA and sorry if you've seen this sorta question over and over again. If you don't want the DRA (to do faster tech deals) then you should get the research lab next, and the great temple after that.
