She had letters to right, and Haruhi had requested this. The time was right to gather the three member-nations of the AUP, and invite other nations in Asia to discuss the matter of asian unity and political future. She took our her ink pen, and began drafting the letters. It took 2 hours, sitting in the old Provisional House for her to finally reach a draft that was worthy. She leaned back in her chair, and sighed. Attention Members of the AUP, and Asiatic Nations:We hereby cordially invite you to Urajiosutoku, in the Haruhiist Empire, for the first AUP Congress. All Asiatic Nations are encouraged to send a representative. This way they can learn what the AUP is, it's future goals, and it's purpose. They can also question various representatives of the three current member-nations, among other things if requested. AUP Members Invited: Zargathia, Diadochoi Invited Nations: Minilla Island, Golgotha, Acca Dacra, Annihilation, Furon, Yuktobania, Buryatia, Kivortistan, Yawoo, New Cymru, Selenarctos, Palintine, Promised Land, Korea, Taiwan, Dragon Empire, Rakatan Imperium, New Zealand, Rebel Army. Amyante Posted August 31, 2009 Report Share Posted August 31, 2009 Since Posyet Bay was relatively close to Urajiosutoku, Amyante would be one of the first to arrive. Even with the recent investments in infrastructure the roads around Ryazanovka were still being replaced by ones that could handle increased traffic, and as such the vehicle she would arrive in the city in would be a tracked army ATV rather than a more conventional car. It was a necessary evil, she supposed. She arrived wishing her hair wasn't such a mess from all the bumps in the road, and took a brush out of her coat pocket to remedy that little problem before the other representatives would arrive. It was a good thing she never used makeup, any attempts within her current time frame would have ended up as nothing short of disastrous otherwise. Jerahoam Posted August 31, 2009 Report Share Posted August 31, 2009 A Code Blue Agent, Sgt. Vicktor Vitya was just entering the airspace of the city in just a passenger plane. He had been notified of the meeting only one day in advance and for that he was extremely maddened at the triumvirate (Even further maddened when he couldn't be spared a military transport) who gave him the power of their signatures. Somehow they also convinced him to go unarmed. "Lets just hope this meeting is one for Kivortistan's new history books." Vicktor said out loud to himself. When he landed moments ago at the airport, he exited the plane and lit up his cigar. "Looks like I'm taking a d#@ cab." he said angrily and walked off. He arrived at the target destination shortly afterward, and awaited for a greeting as to where to go in the building. He definitely felt the need for a formal invitation because he knows that the triumvirate are going to judge everything about this meeting since it was going to be their first meeting with another country since their formation. Haruhiist citizens also informed Korsunsky and Nagato of the location, and directed them to the area. Reports had also indicated a representative of Kivortistan was also in the city. Haruhiist citizens remained on alert, and were informed to escort the man, if located, to the Provisional Senate Building. Upon seeing Amyante, Kagami only said one thing. Once she sat down, she started brushing her hair, muttering something about dead ends when she noticed the Diadochoian delegation arrive. She gave them a small wave in greeting as the Haruhiist Minister of National History told them the same thing they had told her, and took a deep breath as she waited for Haruhi to arrive, wondering how many of the invited non-member nations would end up accepting the invitation. Urajiosutoku was smaller than Haruhigrad, but was just as beautiful. Both the Russian and Japanese architecture were apparent in the slightly vibrant city. It was an imporant port hub for the Empire, and kept trade goods and commercial goods flowing in. She walked down the streets to the Provisional Senate House, and opened the door. She could see the Diadochoi representatives, Amy, and Kagami, all sitting and waiting for her. Kagami noticed the God-Empress and waved over. "God-Empress, we're here! Take a seat! The others haven't arrived yet, but some are assumed to come later." Haruhi was happy, Kagami was doing her job in representing the Empire, and she hoped more arrived later. For now, the real pact members were here. That was what counted. It proved they were dedicated to this Asian alliance, and looking forward to it's goals and ideals. Unity, Sovereignty, and Freedom were defined here. "Hey, Amy. Nagato, Korsunsky. Good job Kagami, you've done well, but not as well as expected." She smirked, and knew that Kagami wouldn't take it personally. She expected more than anyone could give. She viewed herself as being the main force behind it, with the other leaders her equals. The goals, were apparent. The sovereignty of all Asian states, the ability to survive without joining anything imperial, and stand on their own, protecting themselves. Our goal would be to provide an alternative for nations to join, though with less on an impact on sovereignty than joining, say, the Dragon Empire would have. If we'd actively 'free nations from their clutches' we'd be the imperialistic ones... No, our long term goals should reflect the freedom of choice that stood at the basis of the AUP, and should a nation decline our offer of membership we should respect that accordingly." He had to represent Yuktobania in Catherine's place due to her being in a coma. The general took his seat along with other world leaders in this discussion of world unity and peace. She knew that this was going to be cornerstone to the discussions at hand. She was a bit nervous, being the main figure in this discussion, but felt better that friends were here including Kagami. She sighed, leaned her head down, and then lifted it back up. She prepared to speak, opened her mouth and let the words flow. "I welcome those who have chosen to attend thus far. I especially welcome my already known allies in Zargathia and Diadochoi, but that's beside the point. While we may be the AUP as of now, in order to truly achieve unity we must bring all of Asia under our banner in the long run. This task will take much longer than expected, and probably will not happen easily. However, war is not the answer to bring forth unity. Unity in our case, is achieved by choice. I thank General Zhukov II for attending, as this is important. I believe we should make the free trade virtually optional, except for the reducing of tariffs. Also, i believe for now we should focus primarily on East and Northern Asia, over anything else, considering the variety of us are primarily based in this region." As we are already a signatory of the Asian Union, which stipulates special trade ties between signatories, as well as our constitutional prohibition of signing any treaty that has an Aggression clause, we do not intend to become a signatory of the Asiatic Union Pact. Therefore, with the prospect of Buryatia joining the pact non-existent, we will not be attending the conference. It was easier that she did it, all things considered, as she was seen as the unofficial leader of the AUP. Sure, she had as much say in AUP policies as everyone else that signed the paper, but knowing she had support was always a better basis than bringing something up without knowing the others' point of view. - "I agree on changing the Free Trade clause into a Trade with Reduced Tariffs, and leaving it to the member nation in question whether they want to scrap tariffs completely. In addition, focusing on the nations around us would be recommendable as well, otherwise we would risk becoming too scattered for the AUP to remain efficient." Vicktor Vitya, reviewing what Haruhi over and over in his head, had just said he responded with "I am all in favor for said proposition regarding free trade, I know that our country would be glad to partake in trade policies since we have none currently." He said. Although I know that the triumvirate will not agree that unity can be achieved solely by diplomatic efforts which was clear when we had to purge the groups that would not join us in our own unification... She was in an eccentric mood, trying to think outside the standards defined by the so-called "box". As she kept thinking, the idea she had raised earlier to Kagami over the phone came up. This one rested solely on the lessening of the aggressive potential of the pact, but helped it, in her opinion "I was wondering, what do you think about lessening the MDoAP to an MDP clause? or should we keep the oA? While a common MDP level would attract more members as stated, the Aggression clause would remain optional, and it would be up to every nation separately to decide whether or not they wish to join their fellow AUP member in it. Personally, i don't think the AUP will be waging any offensive wars, but the option needs to be stated somewhere in case a rare scenario emerges where it would be deemed a necessary evil. I don't intend to wage wars during my rule, but i know some things are unavoidable in this world... and the AUP would need to be prepared for them if it happens." She took a deep breath, taking a sip of water to moisten her lips before bringing up a topic she felt was related to the current one. - "Speaking of which, what should the AUP's view be on chaining treaties? The entire Dragon Empire recently ended up getting dragged into a European war due to one such treaty, and i would personally not see the same happen to the AUP. I propose to have the MDP clause not chain, and only apply to actual AUP nations. In cases where one of the member nations would be getting caught up in a war due to a personal MDP treaty, it would make the MDoAP from the Pact optional, with every member nation free to decide whether they wish to join their fellow member in battle or not. Needless to say, if these personal treaties would make two AUP signatories fight on opposite sides they would not be allowed to join in the war, as the Friendship clause would overrule all others... "That may be possible, though i personally support the requirement of the MDoAP. As for the second, we will only be admitting Asian states, no? So why worry about that? If we choose not to go to war, then no one in the AUP will go to war, simple as that. On the other hand, should there be a decision (by voting, or however) to go to war, then obviously the we should go with the majority's decision. War should not be the first solution for the AUP, but it should be an option; supposing that we do get involved in war, think on one hand, we could lose some of the shine off our reputation, or we could take a beating, but on the other hand we could also gain support and land." Korsunsky sighed, having spoken more than he usually did. "That is merely my opinion, and since it seems we are only three members strong at the moment i doubt it will be easily decided now."
