When I input LON=28 LAT=80 I get 99%

When I input LON=28 LAT=80.0000001 I get 100%

There was no error, but when I look at my little box it reads LAT=80 without the extra decimal places.

I got the error when I used the LON/LAT string without the "&" between. Thanks to all for the trial and error.

I managed to narrow down the number of combinations for the moon & mars hotspot locations (taken together) to 1021.

But before the list of possible hotspot locations, here's how the server appears to choose the moon & mars hotspot locations:

First a random real number, x, is chosen from between 0 and 1.

Then, the hotspot coordinates are determined as follows:

moon latitude = ROUND( 169*(x + a) ) modulus 169
moon longitude = ROUND( 359*(x + b) ) modulus 359
mars latitude = ROUND( 169*(x + c) ) modulus 169
mars longitude = ROUND( 359*(x + d) ) modulus 359

ROUND rounds a real number to the nearest integer. modulus 169 returns an integer between -84 and 84, inclusive, and modulus 359 returns an integer between -179 and 179, inclusive.

The parameters a, b, c, and d have to meet the following inequalities to be consistent with all the hotspot locations observed so far:

The four parameters are actually redundant. You can pick some constant and add it to all four parameters and the possible hotspots generated won't change at all. So you can get rid of any one of the parameters, leaving 3 independent ones. I'm including all 4 parameters to make the equations symmetric and possibly easier to understand.

Based on the ranges for the parameters, there are 1401 possible moon & mars hotspot combinations.

But even more possibilities can be eliminated. If you look at the previously observed unique hotspot combinations, none of the coordinates are repeated. For example, (moon lat, moon long, mars lat, mars long) = (-23, 169, -52, -81) was observed previously (3 times actually, in 01/2011, 08/2011, and 11/2011), but there are no other observed hotspot combinations with moon lat = -23, or moon long = 169, or mars lat = -52 or mars long = -81. The same is true for all other observed hotspot locations. This suggests that x isn't chosen from a uniform distribution from 0 to 1, but instead there are a discrete set of possible x, and one of the possible values is chosen randomly every month.

The restriction of no repeated coordinates eliminates 380 of the possibilities, leaving 1021.

A few strange things on that list: First of all, in 09/2009 (the very first month after the moon/mars wonders were implemented), the mars hotspot was not found, so only the moon coordinates were observed. But even more possibilities can be eliminated. If you look at the previously observed unique hotspot combinations, none of the coordinates are repeated. For example, (moon lat, moon long, mars lat, mars long) = (-23, 169, -52, -81) was observed previously (3 times actually, in 01/2011, 08/2011, and 11/2011), but there are no other observed hotspot combinations with moon lat = -23, or moon long = 169, or mars lat = -52 or mars long = -81. The same is true for all other observed hotspot locations. This suggests that x isn't chosen from a uniform distribution from 0 to 1, but instead there are a discrete set of possible x, and one of the possible values is chosen randomly every month.

The restriction of no repeated coordinates eliminates 380 of the possibilities, leaving 1021.

 

 

All of this is falsified by today's hotspot. The moon hotspot was at (23, -93) in 03/2011, and it's at (23, -94) now.

I've figured out the value of that mysterious constant in the effectiveness formula that we've been trying to figure out:
 
effectiveness = max(50, rounddown(100 - distance_in_radii*x/pi))
x = 124.362
 
So what's special about the number 124.362?  Can anyone figure it out?  Is it some arbitrary number that the admin made up?  If you figure it out, let us know!
 
For the proof, here are some pairs of Feb. 2013 mars test points, along with range of x compatible with the pair of points:

The second pair of points is questionable, because they are pushing the limits of floating point accuracy.  There are 11 possible float64 values in the range [124.36199999999992, 124.36200000000007], and 7 possible float64 values in the range [84.31342020973621, 84.31342020973630].
 
All of these points are based on the Feb. 2013 mars hotspot of (-7,15).

So, it turns out that if you calculate the distance on the Earth using 24872.4 miles as the circumference, and then make the effectiveness drop 1% per 100 miles of distance from the hotspot, the formula matches exactly.  And look what this little gem of code uses as the Earth's circumference: http://geo-google.sourceforge.net/cobertura/geo.google.datamodel.GeoUtils.html
 
So it looks like the formula is based on the Earth, not on the Moon or Mars.  And to make things even more hilarious:

Nowadays we actually know that the equatorial circumference of the Earth is actually 24,901.5 miles.  I wouldn't be surprised if GPS broke horribly if you tried to use 24,872.4 miles instead.  Somehow the equatorial diameter listed in the almanac (7,926 miles) agrees better with today's value than 24,872.4 miles, so they must have mixed up two different measurements.
 
So there you have it:  It appears that the Moon/Mars effectiveness formula is based on an outdated figure for the Earth's circumference from the 1910s.  And that same code is also being used in a bunch of places other than CN.  
 
Of course I could be wrong and the 124.362 value could come from somewhere else, but this looks quite compelling.

Good news! This month's moon & mars hotspots narrow down the list of possible hotspot combinations from 1401 to 1333 possibilites. For comparison the theoretical minimum that occurs when the exact values of the a, b, c, and d constants in the equation below are known is 1056.
