They do have their own homeland FYI. Israel still exists (and yes, it still is the Jewish state with many fancy laws). So yeah. However, the Cult is largely intertwined with the State, and thus, it has its own standing army and branch of the Legal System. Participation in other religions is a Crime Against The Faith, and the God-Emperor himself, as is Non-Belief. Approximately 99.8% of the Citizens follow the PAX cult, and the remainder are criminals, or misspelled 'Cult PAX' on the Census form.
