Viluin Posted July 2, 2009 Report Share Posted July 2, 2009 (edited) Anarchy from ground attacks only seems to occur when your soldier efficiency drops below 20% of your citizen count. That's also the point at which your deployed soldiers, if any, are returned home (to prevent anarchy if you have enough of them). Although it is kind of confusing because no message is sent in this case, because you don't have >95% odds. It's a different game mechanic. I actually reported a similar occurrence a while ago but the thread was lost somewhere. I wonder if this anarchy trigger when your soldier efficiency drops too low also labels a nation as defeated for that day.
