Events leading up to these wars are often referred to as "Drama" and at the end, one or more alliances will be destroyed and have to disband.

You probably defined an ODP incorrectly. It's more like "an agreement to defend each other when convenient. If attacked by a superior force, it means nothing to 90% of Planet Bob's population."

If she was going to be accurately cynical, she should have said MDAP rather than ODP. Fact is, treaties don't mean ****. If your treaty partner wouldn't protect you without the treaty, it's likely (but not definitely) useless.
