Taxes are levied once per day, at midnight, server time(-6 GMT). As to why you can't pay bills or buy anything, it may be because you don't have enough funds to make the payments/purchases. If you go over two days without paying bills, certain purchases are restricted. You may need to save up taxes for a few days to afford the backed up bills before you can buy certain things. Also, your forum name has to match your nation or ruler.
