The Empire Of Nations

"Greetings civilians and leaders! I the Supreme Commander of the world am writing you with the humblest of hearts, to give you an an open hand into the future of the entire world. We have learned time and time again that the classic ideals and policies of Capitalism and Democracy have failed. While it's a nice thought, time has shown that only by truly brilliant leadership may a nation succeed. The Empire of Nations was founded so that all nations may further their cause, and to defeat the evil Asian powers of the East.

I. History

The Empire of Nations came about after World War III. After the Chinese invasion of Europe, it became clear that only by a strong alliance could the evil Chinese be brought down. The European powers united and formed a massive Army. They succeeded in pushing back the Chinese invaders. After this alliance it because apparent that by splitting they would put their self at risk, therefore the Empire of Nations became permanent. At first it was much like the EU, just an "oversight" of all nations. However, nations began to unite leadership and over the course of 30 years, and soon all of Europe was known only as the Empire of Nations. While the EON was busy building itself up, so were the Chinese. Just 40 years after the original invasion they launched a massive nuclear holocaust into European lands. The EON, which at this point was still a democracy was forced to take quick action and martial law was declared. The government took complete and total control over all aspects of the government. At first this seemed like a negative thing but time showed it was for the better. During the invasion the North Koreans backed by Japanese forces saw the opportunity to attack America. They launched a massive invasion into Alaska resulting in high American casualties. The United States, which was already horribly crippled by a depression was on the verge of collapse. The invasion was all it took. Citizens in Washington DC protested and before long the United States was forced to give up leadership and join the EON. In a very close battle, the EON managed to wipe out the Chinese invaders while obliterating China using nuclear weapons. Forces were sent to the United States and the Korean invaders, which were much weaker then the Chinese, were quickly destroyed. In the end the war left Europe and China in ruins. It also left America in chaos and only seemed to anger Korea and Japan. Although a truce is in effect, another war is almost impossible to avoid. The whole of Europe and America is now known as the Empire of Nations, and all citizens of these nations have been immigrated into the new nation. The Global Revision Act is the latest news, elected by the National Board. It states a mission of global importance to annex all nations into the EON, thereby creating global peace and stability.

II. Government

The Empire of Nations has changed the way it has ran over the years from a Democracy to a Federal State. While these changes are broad we will simplify by showing the current structure. The Empire of Nations is a Federal State meaning that the government takes care of it's citizens. The EON is under the supreme commander. While it began as a three branch nation, with the legislative, executive, and judicial branches, the legislative was combined with the executive. This was done to eliminate red tape. The executive branch is made up of two parts. First is the Supreme Commander. He has 50% voting power over any and all affairs of the country. The commander has the power to make or break alliances, and to declare war. He does not have power to change the constitution however, without 30% acceptance from the National Board. The National Board has 50% power over the nation. They have no power over foreign affairs of war, but 30% (or three out of five members), of the board must accept constitutional changes. Menial laws may be approved by a 60% approval vote. While the Commander is final, upon his death or inability to lead the Board is responsible for electing a new Commander. Members of the Board are elected every 10 years but must be accepted by the Supreme Commander. The Judicial branch is in charge of interpretation of the constitution. They are in charge of the courts as well as the military, police, and the stability forces.

III. Citizens

The EON takes human rights seriously. Health care, school, college, water, and electricity are all free. Citizens are allowed to protest "non-government" related issues, however it is considered treason to protest against the government. Citizens are allowed to seek employment on their own accord, however there are strict rules such as pay limits for jobs, and all citizens must keep a job, failure to maintain a job will result in being put into a labor camp where they will be taught skills necessary to find a job. Citizens may choose to join the military, or may be placed in the military in the event of a criminal charge or failure to find a civilian job. Citizens are allowed to vote for the National Board every 10 years.

IV. Laws & Regulations

EON holds strictly to common European & American laws such as murder, rap, child abuse, larceny, ect. with a few alterations. First, Treason is a capital offense punishable by being hung by the neck until dead. Treason is ANY willful attempt to speak or act against the government. While marijuana is legal and sold freely by the government, it is ONLY permissible to smoke marijuana in ones home. Alcohol is also legal and may be drunken in the home or a licensed bar. Any person convicted of a DUI may be banned from purchasing or consuming alcohol for life. Cigarettes are legal and may be purchased and smoked in a home, vehicle, or designated smoking area. All other drugs are banned. Transportation of drugs across national lines or manufacture / selling of drugs is a capital offense, and punishable by death. Some other serious crimes are tax evasion and failure to obey a government order.

V. Foreign Affairs

The EON is highly critical against fellow nations. We are actively perusing the Global Revision Act, which seeks to annex unstable nations into the EON. If you are a peaceful and stable nation that would like an alliance you may request it. We are currently at war with the evil Asian powers and are not interested in peace or treaties, only your demise.

GOVERNMENT ELABORATION :

1.In order to elaborate a bit more, one more thing must be added as far as government goes.

In the event that the president votes against a proposed bill, then 100% of the board must vote FOR the bill in order for it to continue. If this happens it is considered a "deadlock".

In the event of a deadlocked bill, a special committee of judges (Normally the 5 longest serving judges in the judicial branch), will vote on the bill. 3/5 must vote in favor for it to become law.

2. Any citizen of the EON may propose a bill. The bill will go through a "process" that includes having it reviewed by an oversight court which is part of the judicial branch. They are in charge of deciding which bills are legal, and illegal. (For example a bill that would eliminate a member from the board, or change the constitution. It may not be changed only amended.) If they find the bill to be legal it then goes through a "Voting Hall". The voting hall is made up of 100 citizens aged 24 or older. 45% must approve of the proposition for it to head any higher. The citizens are selected on a random basis much like classic American jury duty. They change every week.

3. The board of directors or commander may propose a bill at any time. This will be reviewed by the judicial branch but NOT be required to go through the voting hall.
