If you click on the Donate(for game bonuses) link on the left hand side of your nation page(last link in the Nation menu.), you will see the instructions for making a donation. Baha24 is correct, Paypal will fill in the fields for you, if you use regular mail then you will have to provide a nation and ruler name that you want to receive the bonus.
