Just look at the pie chart of the composition of your NS, and if tech is 25% or more, then you get the full reduction. It still seems easier just to divide your NS by 20, rather than calculate how much NS your tech is worth. Technology lowers infrastructure upkeep costs up to a maximum 10% discount based on the following formula: (Technology Level * 2) / Nation Strength = Percent off infrastructure upkeep bill. No. With 5% of your NS you have 1 point of technology for every 100 NS, giving you a 2% reduction. 25% is correct, since at that point, you have 5 levels of tech for every 100 NS, giving you exactly 10% for a reduction.
