PreambleThe nations of America, including the original founders of Louisiana, the Holy Imperium of Man, the Tennessee Federation, the American Republic of Salò, the Commonwealth of New England, the Socialist Republic of Atlantis, Alvonia and Ardoria, do solemnly swear to uphold this Constitution to the greatest extent of their powers. Breaking this pact means breaking of a solemn oath meant to bind all in brotherhood and prosperity. Article One The United States of America is, thus, to be established as a confederation comprising of at least six Regions, and at least thirty-four states in total. The Regions shall be referred to as ‘States’ from now on. Article Two The States shall be equal in power and representation to the central government. The states shall retain their sovereignty, freedom, and independence, and powers not granted to the central government shall be allocated to them. Article Three The United States of America shall be an ‘sovereign union of States’. The States shall be united for “their common defense, the protection and preservation of their liberties, and their mutual and general welfare for all.” Article Four Freedom of movement shall be established, upheld, and respected within the United States of America. There shall be no controls of any kind between the States in the Union. In short, anyone can freely pass between the borders of the States, except criminals and obstructors of justice. There will be a binding extradition treaty between all nations to ensure unity when in the face of criminal activity. Article Five No state shall be allotted the powers of what would be the 'Federal Government' of these United States, including but not limited to: conduct foreign relations and affairs (possibly including or excluding signing treaties of any kind) to declare war to impose and enforce taxes on the national level, and to regulate interstate commerce the powers to mint and coin national money Article Six The Federal Government of the United States of America is to be comprised of any candidates from each state. Once a candidate and his or her running mate has passed state elections, they are eligible to be elected on the national level in a nation-wide vote. The candidate with the simple majority (over 50% of the vote) is declared the winner. If a candidate carries 40% and no other candidates carry 25% or more, that candidate is declared the winner. Article Seven There shall be three branches of the federal government of the United States of America: an Executive branch, a Legislature branch, and a Judicial branch shall be established. This is to provide for a strong separation of powers as a way of keeping the Union together, and at the same time, to preserve and uphold the sovereignty and independence of the States. Article Eight The States shall receive equal representation in the overall Congress of the United States. They shall send two Representative each to Congress, totaling at least twelve Representatives. Congress shall have the powers and duties to make and pass laws for the benefit of the Union as a whole. The President of the United States shall have the powers and authority to execute his/her executive duties (such as signing bills into law or vetoing them In the case of the latter, the veto can be overridden by a 2/3 majority in Congress). Article Nine When Congress is not in session, a Committee of the States shall be convened to assume and carry out the functions and responsibilities of the federal government. They shall be comprised of one member from each State. Article Ten Each State in the Union has the right and powers to maintain their own military forces in proportion to their population and the like. Each military force shall constitute up the unified Armed Forces of the United States. Each State shall have their own Military Staff to head their respective military force; overall, they shall act as a Supreme Command of the United States Armed Forces. Article Eleven States are free to request leave if they wish. If a request is submitted, a vote of at least a 66% majority must be established to leave the United States of America. If the vote is not reached, it is up to each State to determine their reaction, whether it be militarily, economically or diplomatically. President, Vice President, Secretary of State, Secretary of Defense, Secretary of the Treasury, Secretary of Commerce, Secretary of Labor and Secretary of Housing and Urban Development. Louisiana would like to nominate our own President for President or Secretary of State. He is a diplomat at heart and feels that after organizing this entire endeavor, we need the man who was at the heart of it to lead us through the first period. Raritan Posted May 22, 2009 Report Share Posted May 22, 2009 The Ardorian states would like to nominate their former Minister of Defense Darryl Bradford for the position of Secretary of Defense for the United States. Bradford was the one responsible for the creation of the Ardorian Navy, modernization of the Ardorian Air Force, as well as being very successful in reorganizing the entire Ministry of Defense. Ardoria would also like to nominate their former President Nathan Briar for the position of Secretary of State. Furthermore, we would like to put forth the Imperator himself as Secretary of Defense; we do this because our central position and large military force puts us in the position of a serious contributor to the armed forces. Keep in mind that these are vehicles and weapons we have not developed past the prototype stage. With more funding production can begin within several months. Cthulhu Armor The Cthulhu armor is a reduced form of powered exoskeleton designed for mass production. It is powered by a pair of palladium hydrogen fuel-cells. The actuators moving the limbs of the suit are pistons pulling steel cables impregnated with carbon fullerene. The plates along its surface are synthetic materials with higher protection capabilities than steel. This is supplemented by a few light reactive-armor areas on the chest and sides. Chemicals and Metals in the plates are arranged to deflect high caliber penetrating rounds without inducing trauma in the wearer. The rest of the armor is made of layers of steel sheets impregnated with carbon fullerene nano-tube fiber, layers of ceramics, Newtonian armor pads (a material that is flexible like normal fabric but absorbs the blunt high velocity impacts from falls and explosions), and various communication devices. With every kind of Armored-Combat-Suit, an interior suit must be worn for interfacing. The skinsuit has anti-radiation properties which lend itself towards acting as a Faraday Cage protecting against hacking the CPU housed within. Combined with a thin layer of Newtonian Armor it has the capability to resist small-arms fire and stabbing attacks. The interior suit removes fecal matter, urine, and other excretions from the human body by way of a nano-sweeping fabric composed of nano-motors. Heat-sinks and temperature controlling devices collaborate with the central computer to provide a constantly updating report on the status of the person wearing the suit. The face mask and VR visor allows for free movement of the jaw for talking while providing total protection from the exterior environment. The only thing which separates the Survival Skin from a Space Suit is that the Survival Skin is not pressurized though other versions can provide artificial pressurization by shrinking and thereby equalizing pressure. The face mask has a built-in rebreather but is also connected to a small oxygen cannister which together provides up to 45 minutes of breathable air. When not in a chemical or biological attack, the mask filters the air in the atmosphere in four stages, removing any dangerous contaminants before it enters the lungs of the wearer. In addition to rebreather, the mask has various psychological-warfare additions (aside from the obviously hideous appearance). Imperial Scientists have studied laboriously in the department of Sonic Weaponry for a while now and have come up with a sound frequency designed to burst ear-drums and disorient the target. This comes out as a keening wail from speakers built-in to the helmet. Naturally, other Cthulhu armor systems filter the noise. The visual sensor ports in the helmet filter strobes, directed energy weapons intended to blind, and provide a zero gap in bullet resistance. The VR visors permit the eyes of the wearer to see the environment in normal perspective and depth as well as provide greater situational awareness, visual acuity, and increased perceptual ability, such as the ability to see through fog, in pitch black, and thermal infra red. A high energy sonar device located on the left hand also allows the wearer to see through certain solid walls. The area between the skinsuit of the user and armor is a modified nano-gel designed to absorb the kinetic force of a projectile over time and prevent a lethal transfer of energy. An unmanned Verticle Take Off and Landing air craft, called The Flea, comes with the powered exoskeleton and acts as a jet pack. The Flea hovers over the wearer of the exoskeleton and drops a harness which latches securely onto the back of the exoskeleton. A hydraulic pulley absorbs sudden changes in tension on the cable. This jetpack-like system allows the wearer of the Cthulhu Exoskeleton to jump from roof top to roof top or jump clear over the empire state building in a single bound. It also allows the wearer to cover vast distances in a short period of time with a very small radar cross section, without a landing strip, and immediately ready to be dropped in the middle of a fire fight. It utilized similar armor to the Cthulhu Combat Suit, only in thicker quantities. Reactive Armor plating coats most of the vehicle, negating Kinetic-Kills and other high-velocity projectiles. These plates are insulated and heavily shielded, preventing detonation by artificial means. Highly concentrated Carbon-Fiber Impregnated armor grants unprecedented protection in combination with Chobham armor of classified chemical makeup. It can, depending on the mission be equipped with a 30mm Chaingun and Machine-gun combination, or a Four Round Anti-Tank missile launch system. With an extremely efficient power-plant, the Pegasus combines protection with mobility. It's defining aspect is the capability to be lifted by helicopter and flown over non-negotiable terrain.
