Take a moment to read over the Constitution of the newly formed United States of America. You may have several questions, and I understand that. At this point in time the United States will be meeting and voting on several key issues, and after we conclude these discussions we will be most definitely answering any and all questions, queries or quandaries. As of this point, however, I will not be answering any questions and I hope my brothers will also leave the world to discuss it amongst themselves. To true brotherhood!" The nations of America, including the original founders of Louisiana, the Holy Imperium of Man, the Tennessee Federation, the American Republic of Salò, the Commonwealth of New England, the Socialist Republic of Atlantis and Ardoria, do solemnly swear to uphold this Constitution to the greatest extent of their powers. Breaking this pact means breaking of a solemn oath meant to bind all in brotherhood and prosperity. Article One The United States of America is, thus, to be established as a confederation comprising of at least six Regions, and at least thirty-four states in total. The Regions shall be referred to as ‘States’ from now on. Article Two The States shall be equal in power and representation to the central government. The states shall retain their sovereignty, freedom, and independence, and powers not granted to the central government shall be allocated to them. Article Three The United States of America shall be an ‘sovereign union of States’. The States shall be united for “their common defense, the protection and preservation of their liberties, and their mutual and general welfare for all.” Article Four Freedom of movement shall be established, upheld, and respected within the United States of America. There shall be no controls of any kind between the States in the Union. In short, anyone can freely pass between the borders of the States, except criminals and obstructors of justice. There will be a binding extradition treaty between all nations to ensure unity when in the face of criminal activity. Article Five No state shall be allotted the powers of what would be the 'Federal Government' of these United States, including but not limited to: conduct foreign relations and affairs (possibly including or excluding signing treaties of any kind) to declare war to impose and enforce taxes on the national level, and to regulate interstate commerce the powers to mint and coin national money Article Six The Federal Government of the United States of America is to be comprised of any candidates from each state. Once a candidate and his or her running mate has passed state elections, they are eligible to be elected on the national level in a nation-wide vote. The candidate with the simple majority (over 50% of the vote) is declared the winner. If a candidate carries 40% and no other candidates carry 25% or more, that candidate is declared the winner. Article Seven There shall be three branches of the federal government of the United States of America: an Executive branch, a Legislature branch, and a Judicial branch shall be established. This is to provide for a strong separation of powers as a way of keeping the Union together, and at the same time, to preserve and uphold the sovereignty and independence of the States. Article Eight The States shall receive equal representation in the overall Congress of the United States. They shall send two Representative each to Congress, totaling at least twelve Representatives. Congress shall have the powers and duties to make and pass laws for the benefit of the Union as a whole. The President of the United States shall have the powers and authority to execute his/her executive duties (such as signing bills into law or vetoing them In the case of the latter, the veto can be overridden by a 2/3 majority in Congress). Article Nine When Congress is not in session, a Committee of the States shall be convened to assume and carry out the functions and responsibilities of the federal government. They shall be comprised of one member from each State. Article Ten Each State in the Union has the right and powers to maintain their own military forces in proportion to their population and the like. Each military force shall constitute up the unified Armed Forces of the United States. Each State shall have their own Military Staff to head their respective military force; overall, they shall act as a Supreme Command of the United States Armed Forces. Article Eleven States are free to request leave if they wish. If a request is submitted, a vote of at least a 66% majority must be established to leave the United States of America. If the vote is not reached, it is up to each State to determine their reaction, whether it be militarily, economically or diplomatically. Senior members of the Ministry of Foreign Affairs will remain in contact with New England authorities to discuss the nature of the treaty. On that note, the embassies of the nations now part of the United States have been closed and their members will have 72 hours to leave the country. The embassy of New England will remain open, and the embassy of Louisiana has been appointed as the new embassy for the United States. We must say that this is unfortunate indeed, but we are glad to hear that relations will continue between us (New England) and Tahoe.
