King Kevz
Closed to all except me, Mael, Promised Land, Freakwars and Sir Jesus IC: "Greetings leaders my name is Valerie the High General of the Helzan, some of you know me well and others only know we through name or by radio message regardless a terrible action was undertaken against the Andonian people by my soldiers and I wish to ensure that we face consequences of these actions as well as repairing our relations with those nations involved. That is why I ask for you to attend a high level meeting here in Helzan with me so that we can discuss the consequences and changes that will be taking affect in Helzan". sir jesus
President Landry will be attending via video-conference. "I really have little quarrel with you, ma'am, especially if your High Command was not at fault here. I am acting on political survival instincts, surely you understand me. Hopefully something can be worked out that is beneficial to everyone." Edited May 22, 2009 by sir jesus
Subtleknifewielder
Westly Davies, Supreme General, chose to attend in person. As was the standard for his nation, he arrived by government jet. Not one to stand on too much ceremony, he grinned at the person greeting him. "Well, I'm here to talk, so let's get to it, shall we?" King Kevz
He nodded and complied. "Of course," he said, following them as they had indicated. The soldiers led the Supreme General along a number of corridors passing by numerous military checkpoints and Helzan busy at work with their jobs. From the Helzan he recieved smiles of friendliness but it was with an underlying fear of what might happen to them. Eventually they came to the main hall where a pair of large steel double doors stood which were soon pushed open to allow the group inside. After leading the Supreme General through the doors they pointed to where a row of seats were before leaving the Supreme general alone. Of course what the General also would see is Valerie standing in full military uniform with her right arm in a sling and her face marred with cuts and brusies and all sign of being a teenager was gone instead replaced with a mask of control and determination and lastly to the right hand side stood a man who could only have been Colonel Radec with two guards by his side, sidearms out and aimed at his head to ensure he didn't try anything. "Greetings Mr Davies please take a seat" said Valerie strictly as she watched the technicians attach the equipment needed for President Landry to sepak and see the procedures. Maelstrom Vortex
The Chairman had also begun to attend by video conference, but as was his nature of late, he said very little. "Greetings all. I was summoned. Being as I am not one concerned overly much with compensation or such, I will let Landry handle most of the speaking for the Bloc as Melvin Republic has been the most heavily impacted by these events." Subtleknifewielder
He nodded to his fellow leader, offering a formal salute before sitting. he noted her injuries, and the presnece of the Colonel, but did not comment. When she was ready to speak, she would, and he doubted anything he said would change that one iota.
sir jesus
President Landry appeared on the screen once the technicians were finished. "Greetings, I have high hopes for this conference. I believe peace can be achieved, but it needs to be fast. My referendum results will be coming soon. I also have some interesting news, but would like to hear from the Helzan leadership before I continue."
King Kevz
Valerie looked across at the Supreme General and the video screens of the other attending representatives. Then she bowed sharply to all of them keeping the grimace of pain off her expression before straighting. "Firstly I would like to again apologise for the actions undertaken by a certain Colonel in my forces and government" she said giving a quick glance across to Colonel Radec who glared angrily back at her before she turned back to the nation leaders and representative. "I am certain that the Andonian leader is unable to contact us as he must be bust repairing what dmage we did therefore I hope you can relay the events that transpires here to him. Now onto the first part of this meeting. A trail has already been held for Colonel Radec and I shall now carry out his punishment." Valerie then turned to the two guards with Colonel Radec. "Bring the prisoner forward" she ordered and they obeyed without question placing the Colonel before her. "Colonel Radec you have been found guilty of sparking a hostile conflict with another nation that has resulted in losses on both sides. For this offence you have been given the penalty of death" and before anyone could say anything Valerie drew her sidearm with her good hand and shot the Colonel once through the head letting his body hit the floor before she holstered her sidearm and looked up to her guests. Maelstrom Vortex
"A bit extreme, but if it is your law, so may it be. We were only recommending life-time house arrest. All the same, carry on." He quietly wondered how one who seemed so at ease at wielding the powers of life and death slept peacefully at night.
sir jesus
The screen containing the image of President Landry filled with static. She lurched in her chair, the sight of blood had always made her sick. She held the disconnect button as she held her hand over her mouth. One of her aides quickly brought forth a waste-basket and she emptied her stomach. Landry released the button and her image came back online in the Helzan meeting room. "Sorry about that, must have had some technical difficulties. I am glad you have found a solution to the problem, despite how ... gory it was. Now that has been solved, let's attend to the last matter. As we are all aware, there have been economic reverberations over my mobilization of defense forces. Originally, this meant I would need to sustain war or receive reparations. However our satellites that were placed to recon your nation picked up some geological anomalies. Two satellite redirects later, our geologists have determined there is an oilfield in your northwestern territories." The following picture replaced Landry's image. "Each black speck represents an estimated 10,000 barrels of oil. The ability to drill this oil will lead to lower domestic oil prices within my nation. The lower gasoline prices alone will garner enough political support for me to keep my position. Basically my nation agrees to a peace agreement with the following condition: The Melvin Republic carries full ownership, with exemption from tariffs, of the oilfield for 15 years. My nation is also granted the ability to build a small port, not exceeding 1 square mile in size, in order to efficiently export the oil." President Landry smiled, hoping that the Helzan would accept her offer. Edited May 22, 2009 by sir jesus
King Kevz
Valerie listened to the report by the Melvin Republic and then used her ear phone to contact her own advisors who confirmed the reports and suggested trying to add a tax to the Melvin Republic's exports her quick disconnection from them gave them her obvious answer. "I have discussed this with my own advisors and they agree to your findings and proposal on as do I on one condition. A small number of Helzan soldiers will be permamently stationed at your port to ensure that only oil is exported and nothing is brought in" replied Valerie with her own offer. General Davies raised an eyebrow at the execution of Colonol Radec. A bit more brutal than what a lot of people were used to, but in a state ruled by the military, such was to be expected. When Valerie made her counter-offer, he turned to the screen that displayed President Landry. "I reccomend you take this. Doing this saves face for all concerned. You get the oil, they get the security of knowing that's all you're after. Of course, if that isn't acceptable, I can offer to send a few guards from my own nation's military to reassure your people, if that is acceptable to the High General, of course," he said, returning his gaze to Valerie. sir jesus
"That is more than acceptable, I'm glad we are able to attain peace. In fact, we could train your soldiers in the arts of inspection and pay them a high wage to work in quality-control. This way there would be little cost to you. Also, if you would like to send part of your labor force to the oilfields, we would be willing to hire them at only a 10% pay cut from Republican laborers. Trust me, our average income here is very high, and this would serve to benefit both nations economically."

"Whilst the training offer is appreciated I am confident that my soldiers will be able to carry out their tasks correctly and efficently as for the workforce offer that is acceptable and I look forward to hearing the reports from the oilfield. Now another reason I asked you all hear is that I want you to all hear the changes I am introducing to the Helzan. Firstly all action will now have to be confirmed by me before they are carried out regardless of what that action is, secondly as we will no longer be going to war unless it is deemed neccessary I am cutting the military soldier number to 10,000 soldiers however, I will not have my nation defenceless therefore an increase will be added to the airforce's budget as our airforce will be this nation's shield. Now is there any questions any of you would like to ask?"

"Its to be expected really as I am not as well known throughout the world, it was silly to think people cared about my health. As for where I got these injuries it was due to a terrorist not so long ago and it was that attack that put me in hospital and let Radec start this war" replied Valerie her tone sad as the memories of the losses and consequences came back to her. "I really am sorry to hear that," he replied, the smile taking on a sympathetic appearance. "I;m glad, for all our sakes, that he was not able to do any more damage," he added, glancing at the spot where the late Colonel had been executed. He was lost in thought for a few seconds before shaking his head and reaching a hand inside a pocket on his uniform. "Forgive my woolgathering." "As for no one caring about your health...I doubt that." He withdrew a white envelope from the pocket, and presented it to Valerie. Her name was scrawled on the front in untidy handwriting. "I found this on President Jackson's desk, with an attached note saying if anything were to happen to him, it was to be taken to you straight-away." King Kevz
Valerie took the note confused at first as she had met Jackson and he and her had became well acquantied but why would her leave a letter to her and then worry settled in just as fast and she quickly peeled back the envelope whilst reading what the note said.
