The President and government of the Vaule Socialist Republic extend an invitation to a meeting in Sygh-varthys, Vaule regarding the normalization of diplomatic ties between the Greater Nordic Reich and Vaule. Should the government of the Greater Nordic Reich accept this invitation, we also hope to discuss other measures to reduce tensions and to maintain stability in Eurasia.

We await your response.

We accept your meeting to attend the diplomatic summit at Sygh-varthys, Vaule. I will depart for there at once.

After sending the response, Reichkanzler Visari ordered his men to prepare his personal shuttle, which would transport him to Vaule.

**Few Hours Pass**

From the skies, Visari's personal transport jet landed at the Sygh-Varthys International Airport. Slowly, the doors from his jet opened and out walked the aging Reichkanzler. Visari was dressed in his typical black uniform, now with an armband flag of the Nordic Reich, which replaced his old armband of the German flag. However, he was still very proud of his German heritage, which was signaled with him wearing a pin of the German Lander flag.

He walked down the long steps, eager to get the meeting started.

As the plane lands on the tarmac, several limousines pull into view and stop in front of the terminal. As Visari steps onto the runway, he is met by a Vaule Honor guard and Foreign Minister Lt. Col. Kharkov. After a short introduction, the Nordic Reichkanzler is transported to the Vaule Presidential Palace.

As the delegation enters the meeting hall, President Karolekov rises from his seat.

“Welcome Reichkanzler Visari. I am Treize Karolekov, President of Vaule. Let me first welcome you to Vaule. I called this meeting primarily to discuss a normalization of diplomatic ties between Vaule and the Greater Nordic Reich. Although we have found ourselves on opposite ends of the geo-political spectrum, I hope that we can establish a direct link of communication between our two nations.

Given the existing tensions between the ComIntern and the Nordic Confederacy, we feel that it is of extreme importance that there is a route of communication open so that there is always the path of diplomacy and dialogue available to us. The maintaining of a diplomatic freeze between the Greater Nordic Reich and the ComIntern can serve no constructive purpose, and is detrimental to stability in the Eurasian region. It is our hope that other ComIntern nations will follow our example and open the channels of diplomacy, but that is dependent on their own governments’ decisions.

Today we have decided to take the first steps towards full normalization. It is our hope that Vaule will be permitted to exchange embassies with the Greater Nordic Reich as a part of this process. We also hope that the prospect of opening trade between us may also be considered. We hope to build mutual understanding on both sides of the divide with these efforts.

First, I'd like to thank you Mr. President on your successful election campaign. I'd also like to thank you for giving me the honor to visit your beautiful nation. It is truly a pleasure. While we do have a distance to go, this is a fruitful first step towards good relations between our two nations. Therefore, we will support the "unfreezing" of diplomatic relations between our two nations. We welcome you to establish an embassy in Welthauptstadt Germania (Berlin) and trade is allowed between our two nations. Perhaps, even tourism can be allowed between our nations, so our people can witness the beauty of our nations.

While I am hopeful that other Comintern members will follow your example, I am very doubtful. It would seem that Comitern only has one specific goal and mission on their mind. War. Time and time again, they interfere in our internal affairs. They threatened war, even though the former AWS lands were rightfully annexed. Now, as you have seen, they have declared a Protectorate in Europa, land which we have declared to be in our sphere of influence. Not to mention, a non-European entity in Europa is highly suspicious, and we fear for the people located in Comintern occupied Italy.

On the other hand, we have remained mostly neutral, only to be pushed time and time again by Comintern. While we will not be the aggressors in this war, if provoked, we will defend ourselves..just as we have done many times before. You seem to be a moderate in the Comintern, who is mostly dominated by hardliners, who only wish for war. I pray lead Comintern down the righteous path.

Now, I'd like to ask your opinions. How do you feel about the Reich?

“I have not yet been fully briefed on the status of Italy, and why a ComIntern protectorate has been established there, however I do find that rather concerning. I intend to discuss this with Vaule’s ComIntern Ambassador upon his return to Vaule. We will also carefully monitor the situation to ensure the safety of the people in the region.

We know that many members of the ComIntern are somewhat passionate about their beliefs, especially relating to Nordo-ComIntern relations. It is our belief that despite this, none of these members would undertake an act of aggression against the Greater Nordic Reich without cause. I do express concern from time to time about the tone of certain statements from certain members, and we have already raised that issue with the ComIntern. As an additional step, we have stated that if called upon to act under the Optional Aggression clause of the ComIntern charter, we shall not do so.

Regarding my experience about the Greater Nordic Reich, I have to say it is quite limited. However from what I have seen, politics aside, I must admit that I am rather impressed at the Reich’s leadership and military power. I would love to see the Nordic Reich first hand, but I fear that in this hostile climate, such a move might be misinterpreted by certain nations within the ComIntern. “-President Karolekov

An aide enters the room, bows to President Karolekov and hands him two dossiers. President Karolekov opens one dossier and hands the other to Reichkanzler Visari. Inside the dossier is a draft treaty:

The Zemlya Accord

Article 1: Sovereignty Declaration

Both signatories of this accord are sovereign entities

Article 2: Diplomatic Clause

Both signatories of this agreement shall endeavor to take all necessary steps to facilitate an opening of diplomatic relations with the other signatory. Accordingly, both parties shall agree to an exchange of Embassies and Ambassadors at the earliest convenience of each signatory.

Article 3: Trade Clause

Both signatories shall, within the context of their own national laws, rules and regulations, open a limited amount of trade between each other.

Article 4: Possible Future Co-operation

Both signatories agree to use diplomatic channels to open further avenues of mutual cooperation upon the agreement of both parties. Signatories agree to consider the prospect of future exchange programs in a variety of non-military areas.

Article 5: Additions to this Treaty

If at some point in the future, either signatory wishes to amend this agreement to add, remove or modify an article, they must have the agreement of the other signatory to do so.

Article 6: Cancellation Clause

Should either signatory wish to withdraw from this agreement, they are required to inform the other signatory at least 48 hours in advance of the cancellation

“Reichkanzler, here is a draft proposal for the agreement to establish full diplomatic ties as well as to open the prospect for trade and other cooperation. I look forward to hearing your thoughts about the draft, so that we may move to a finalized agreement.”-President Karolekov

I do think it's a very admirable thing for you to stand up for what you think is right, despite getting negative comments from your allies in ComIntern, possibly. If there were more nations like you in the world, I do believe war would be a non-existant event. As for visiting the Nordic Reich, consider yourself invited. You could visit, whenever you please. Just give us the word.

Visari smiled and backed up as he opened up the dossier just presented to him. He read it over. Hmm, everything seems to be in order. We'd be happy to sign this document. Hopefully, this needs to greater things between our nations.

The President signed the Accord and affixed Vaule’s national seal to the document. As the President waited for Reichkanzler Visari to sign as well, a man in a suit entered the room and waited to be introduced. President Karolekov signaled the man and he approached the table.

“Reichkanzler Visari, this is Mikhail Gaznayev. Once the Vaulian Embassy to the Greater Nordic Reich is established, he will be serving as our Ambassador.”-President Karolekov.

Once they had completed the introductions, President Karolekov produced another dossier and handed it to Visari.

“There is one other issue that we wish to raise Reichkanzler, and that is regarding a small stretch of territory bordering the Greater Nordic protectorate region to Vaule’s west. It is a section of territory that previously formed Virakhail. The region has expressed a desire not to be a part of Vaule, and we will not deny this wish. In the interest of permitting the formation of a stable government in the area, we feel that it is not large enough on its own for a stable government to develop there. With your protectorate nearby, it is our hope that the territory would be permitted to merge into the protectorate until a stable regional government emerges.

If you agree to this, we shall arrange to have our peacekeeping forces withdrawn from the territory within 48 hours for the transfer to be completed.”-President Karolekov

After signing the document, he put his pen away and looked in the direction of the Vaulian Diplomat.

"Evening, Mr. Gaznayev. It is a pleasure to meet you."

Visari reached out to shake the Ambassador's hand.

"I trust this will be the beginning of a long and fruitful relationship between ourselves? As soon as you're ready, you can move into your newly assigned embassy in Berlin. I assure you, it is one of the finest in the Reich. Also, I will have our Ministry of External Affairs assign a diplomat to Vaule at once. I assure you, whoever is chosen will be one of the best in the External Affairs Ministry."

After speaking, Visari stood back as the next dossier was placed before him. He listened attentively as the President Karolekov spoke. Then, he replied.

"Well, I have no issue with this bit of land being admitted into our protectorate. We're always pleased to help a fellow brother in need. Rest assured, this small bit of land will receive the same rights as anyone else in the Nordic Protectorate..secure economic rights, top notch healthcare, et cetera. As soon as you give the word, we will send in our security forces to secure the area."

"This has been a very enlightening meeting Reichkanzler Visari. As you have said, I hope this is the beginning of a mutually beneficial relationship between our two nations. As per our agreement, an embassy building has been prepared in Vaule to be designated as the Embassy of the Greater Nordic Reich to Vaule, and is waiting to be staffed. Our forces in the Southern Virakhail area will begin withdrawing tomorrow and will be completely withdrawn in 48 hours in preparation for the handover. We will make a public announcement regarding this shortly.

Once again, thank you for taking the time to meet with me. You are welcome to visit Vaule again in the future."- President Karolekov

The President again shakes the Reichkanzler's hand and chats with the Reichkanzler as the convoy arrives to escort him to the airport

In regards to the embassy, we will begin deploying our staff their immediately. Again, I'd like to thank you for having me in your beautiful country."

Visari bowed and stepped into a waiting vehicle. The motorcade soon sped off, heading towards the international airport. Soon, Visari would be on a plane heading back to Berlin
