German East Afrika

Hello all. I'm the current Governor of German East Afrika. We are looking for dedicated, respectful, and active members. We don't care how long you have been playing or how many nations you use to have. Just make sure that you aren't breaking any rules set by Cybernations. Constitution of German East Afrika

Preamble

German East Afrika is founded on the principles of limited monarchy, honor, and unity. The citizens of German East Afrika have a responsibility to live by the constitution. However, there are times when the constitution may be changed so that the standard of living may increase.

German East Afrika is headed by the Governor, a limited monarch. The Cabinet represents the people in all ways possible. Ministers and their deputies follow down leading the people in their respected area.

Part II: Immigration Policies

Section I: Citizenship

Anyone that wishes to join East Afrika must fill certain requirements that must be met. Once the requirements are met and the citizen is added, the citizen cannot join any other alliance without at least a 48 hour notice of resignation.

• Register on German East Afrika Forums and post an application

• Change Alliance Affiliation to German East Afrika

• Part of the White or Brown Sphere (Some exceptions will be made)

• Agree to all German East Afrikan laws

• Agree to join their respected Army unit

• Have a tech deal set up with German East Afrika or The German Empire

Section II: Resignation

If a citizen wishes to leave the state then they must post in the respected topic 48 hours before they are leaving. If they have posted their leaving of German East Afrika and after 48 hours, German East Afrika isn’t out of the citizens Alliance Affiliation, force will have to be taken.

Part III: German East Afrika Government

Section I: The Governor

The Governor is the supreme leader of German East Afrika. The Governor is responsible for leading East Afrika down the path that the constitution shows. He holds power to veto new laws, acts, and changes to the constitution that is proposed by the Cabinet. However, if the law, act, or change to the constitution is passed with 75%, the Governor does not have the right to veto. The Governor has the final say. Anyone and everyone must abide by his/her orders. If the Governor has to leave for an unknown amount of time, he/her will appoint the leader from the Cabinet. Once the Governor returns, the Cabinet leader must step down and retake his/her position in the Cabinet.

Section II: Removal of Governor

If the Governor cannot perform his/her duties then the citizens will vote for the next Governor from the Cabinet. The Cabinet can also remove the Governor by having a 75% approval rate on the bill and having 80% approval of all citizens in German East Afrika.

Section III: The Cabinet

Article I: Duties

The Cabinet is the lawmaking body for German East Afrika. The members of the Cabinet have the power to make new laws, acts, regulations, and changes to the constitution. A new law, act, or regulation must have a 60% approval rate. Changes to the constitution must have a 70% approval rate.

When the Governor leaves his/her position, the Governor will appoint a new Governor from the Cabinet. The Cabinet member takes office immediately. Once the Governor returns, the Cabinet member must return back to the Cabinet or risk being called a traitor and put on the ZI list. If the Cabinet wishes to remove the Governor from power, the Cabinet must have a 75% approval rate in the Cabinet and a 80% approval rate by all citizens of German East Afrika.

Article II: Membership

Any citizen can run for a Cabinet position. The candidates that are running for a position must meet some requirements to assure no spies get into the Cabinet.

• Be on the White or Brown Sphere (No exceptions)

• Minimum of 30 days in German East Afrika

• Had at least 3 tech deals with German East Afrika or The German Empire

• Post all of the correct information in the correct topics

All the requirements must be met within 48 days of the Election Day. 11 members of German East Afrika will be elected into the Cabinet.

• August 27th

• December 27th

Cabinet members that are elected will take office the first day of the new month. A term of a Cabinet member is 4 months. An old Cabinet member can run for office again as long as he/her filled out all the correct information.

Section IV: Ministers

Article I: Membership

• Minister of Finance

• Minister of Military

• Minister of Internal Affairs

• Minister of Foreign Affairs

The ministers of German East Afrika have to be elected. In order to be elected, you must meet several requirements.

• Be on White or Brown Sphere (No exceptions)

• Minimum of 60 days in German East Afrika

• Had at least 5 tech deals with German East Afrika or The German Empire

• Post all of the correct information in the correct topics

All the requirements must be met within 72 hours of the Election Day.

• April 27th

• August 27th

• December 27th

Ministers that are elected have a term of 4 months. Ministers can rerun but must meet all the requirements within 96 hours of the Election Day.

Article II: Duties

Minister of Finance – responsible for all trade, tech deals, and aid sent out within German East Afrika. He/she is also responsible for making sure each member of East Afrika has at least one tech deal going on at all times.

Minister of Military – responsible for making sure every member of East Afrika is in their respected military unit. When war comes, the minister is responsible for making sure there are no deserters.

Minister of Internal Affairs – responsible for making sure no ghosts are in East Afrika. The minister also makes sure that a citizen in East Afrika has some sort of a job.

Minister of Foreign Affairs – responsible for keeping German East Afrika a jewel in the eyes of Planet Bob. The minister assigns diplomats to different alliances. He/she also helps the Governor accept treaties.

Article III: Deputies

The ministers have a single deputy underneath them. The deputy does the same work as the normal minister except he/she follows the orders of the minister they are working under. In order to become a deputy you must do the same things as a minister has to, but you have the second highest amount of votes.

Part IV: German East Afrika Military

Section I: Citizen’s Duty to Serve

Every citizen of German East Afrika has to serve in the military. The military of German East Afrika is the peace making force and peace keeping force for all of our allies. No matter the time, peace or war, every citizen has to serve.

Section II: Command Structure of the Military (Peace Time)

The German East Afrika has a lenient command structure during peace time. The Minister of Military and his/her deputy have complete control of the military. They organize and approve raids, organize the members of the military divisions and approve leaves of absences from the military for certain amounts of time. After the Minister of Military, the Division commander and his/her deputy is next in the chain of command. He/she will keep the people underneath of him/her under control and send reports to the Minister of Military. Finally come the soldiers of German East Afrika. The soldiers can raid certain nations if they have approval from the Minister of Military.

Section III: Command Structure of the Military (War Time)

War is inevitable in Planet Bob. When war comes to German East Afrika, the Governor will take command of the military. The Governor and Minister of Military will work together to prep war targets and war aid so that German East Afrika doesn’t fall to any alliance.

Section IV: Nuclear Strike Policy

Offensive nuclear strikes are illegal in German East Afrika. If war does come to German East Afrika, you must get nuked first before you can launch any nukes. If you are found to have launched nukes without being nuked first or prior consent with the Governor, you will be removed from the military, striped of any awards, and put on 6 month probation.

Section V: Declaration of War

The Cabinet can only declare an alliance wide war with approval of the Governor and Minister of Military and his/her deputy. The Cabinet will also only declare war with a 66% approval rate by the citizens and 66% approval rate in the Cabinet itself. If the citizens, Governor, Minister of Military, Minister of Military Deputy, and 66% approval rate in the Cabinet, war will be declared on a alliance wide war.

Individual wars are to be approved by the Minister of Military and Minister of Military Deputy. These individual wars are considered tech raids and therefore you will no get any aid for any losses in the war. If you are going to do a tech raid then you must approve the requirements.

• Nations in the Red Team won’t be attacked

• Nations with a alliance in their Alliance Affiliation

• Nations with None in their Alliance Affiliation are OPEN to attacks

If you agree to the terms then you must get the approval of the Minister of Military or Minister of Military Deputy.

Section VI: Zero Infrastructure Policy

German East Afrika has a one time Zero Infrastructure Policy. This means German East Afrika does not have a Permanent Zero Infrastructure list. If you are a criminal and you are found guilty, punishment Zero Infrastructure and expulsion from German East Afrika. We won’t tolerate anyone attacking a nation so that they can keep the nation at zero infrastructure.

Part V: Amendments to the Constitution

Amendments to the Constitution can only occur if the Cabinet has a 70% approval rate in the Cabinet and a minimum of 51% approval rate in the citizens.
