In recent times, this alliance was abandoned and its members going to the Brotherhood of Nod. That is no longer the case, friend. After serving several years in the New Polar Order, I resigned my membership there, on a friendly basis. I sought to forge an alliance of my own, an alliance dedicated to the betterment of the Blue Team as a whole. The UNSC is such an alliance. As a new alliance, there is a great need for people to join us. There are, as of this moment, nine vital government positions that need to be filled. That is where you come in. This is the Charter of the UNSC. Its first publication. This is a momentous occasion, signifying the birth of the alliance to the public. Preamble:We the United Nations Space Command agree to the following values when running, commanding, and being a member of UNSC: Courage, Strength, Honesty, Integrity, Valor, Responsibility, Respect, Justice, and Freedom. UNSC is a Blue Alliance based of furthering the above values. Article I. Admission and Membership In order to become a full member of UNSC you must register on UNSC official forums and truthfully fill out a valid application form. This will then be reviewed by the Department of Internal Affairs. All nations requesting to become a member of the UNSC must change their Alliance Affiliation to UNSC, and not be involved in any wars, at all. Upon joining, nations will receive 3,000,000 after approval. Article II. Government UNSC’s Government consists of the following hierarchy: 1. Office of the President of the UNSC 2. Office of the Vice-President of the USNC 3. Council 4. Members Section 1. The Office of the President of the UNSC The President of the UNSC (POTUNSC) is the presiding leader over the alliance. His/Her powers include: -The power to declare war, or sign foreign treaties with other alliances. -The power to nullify such treaties or sign peace agreements -The power to punish nations violating the Charter -The power to propose new amendments to the Charter -The power to give Executive Orders, which hold the magnitude of law. -The power to appoint an administrator over any Department position -The President will serve for life. If he/she stands down, the Vice-President will take over as President Section 2. The Office of the Vice-President of the UNSC 2. The Office of the Vice-President of the UNSC The Vice-President of the UNSC (VPOTUNSC) is the second-in-command of all of the alliance. His or her duty/responsibilities are: -To maintain diplomatic ties with blue alliances -To maintain an open-trade atmosphere in the Blue Sphere -To bring the will of the people to the President -The Vice-President will be voted for once every two months, in the last week of the second month. Nominations for the vote will take place in the last week of the first month. Section 3. The Administrator of Internal Affairs The Administrator of Internal Affairs has jurisdiction in all internal affairs in UNSC such as: • Keeps a Running list of Nations Rulers in UNSC • Reports Rouges to the Administrator of Defense • Runs recruitment programs Section 4. The Administrator Of Foreign Affairs The Administrator Of Foreign Affairs' duty is to maintain a diplomatic presence in all alliances UNSC has diplomatic ties with. Their duties include: • May negotiate any and all treaties or agreements or pacts with foreign alliances, but cannot sign them unless approved of by the President. • Maintain Diplomatic Presence in Foreign Embassies • Maintain a peaceful presence at all costs. • Appoint Ambassadors to foreign alliances. Section 5. The Administrator of Defense The powers and responsibilities of the Administrator of Defense include: • Update on all wars in the alliance • Maintain Military Readiness in all members of the UNSC • Organize all aspects of the military • May promote members of the alliance to military rank. Section 6. The Administrator of the Economy The Administrator of the Economy's duty is to oversee all economic advancement and growth within the UNSC. • Create Member growth programs • Assign recruitment aid and set how much is given • Assign nations to send out War recovery aid (if necessary) • Maintain and organize all bank nations in a time of peace, and coordinating them in a time of war. Section 7. Vice-Administrators • All Vice-Administrators have the same powers as the Administrators • Each Vice-Administrator only answers to the head of the Department, and the President and Vice-President • Vice-Administrators are voted on once every month. Nominations start on the Sunday of the Last Week of the Last Month. Voting takes place on the following Saturday. Section 8. The UNSC Council The Council of the UNSC is made up of ten members. This are: -The President of the UNSC (Leader, and overriding power)/The Vice-President of the UNSC/Administrators of Departments /Vice-Administrators of Departments • The Council alone has the power to nullify an Executive Order if the vote is unanimous (Save the President's Vote) • The Council can override a President's Declaration of War, if voted unanimously (Save the President's Vote) • Each member of the council has one vote in the above clauses. Section 9. Rights and Responsibilities of Members. Every member of the UNSC is the most valued part of the UNSC. They make up the bulk of the alliance, defend the UNSC, and trade with each other to grow economically. Every member has the Rights to: • Freedom of Speech, so long as it is respectful • Freedom of Opinion, so long as it does not constitute disrespect of other Blue Members • Freedom to Vote in any Election Article III Spying The UNSC does not Condone Spying in Any way shape or form, any nation caught using their nation in UNSC to spy on the UNSC or UNSC allies will be sentenced to Z.I., possibly Perma-Z.I. Article IV Justice •UNSC does not like rouge nations or Nations breaking UNSC values. •The Council will vote to decide the fate of nations that are brought to trial. •The President will carry out punishment based on the Council's decision. Article V War and Nuclear Weapons The UNSC embraces peace between its members and the other nations in the Blue Team. It is strictly forbidden to launch unprovoked attacks against nations in other alliances. Development of nuclear weapons is welcomed by the alliance, as they hold high defensive value. If a member of the alliance becomes a victim of an attack, all alliance members will pledge their full military and economic means in defense of the attacked nation. Article VI Amendments Any and all Amendments may be proposed by the President. Requests for Amendments may be presented in the President's Public Lobby. Any and all people, whether experienced in leadership or not, can have a chance to be a leader in the UNSC. The alliance stands for the increased trade, relations, and commitment with other Blue Alliances. All Blue Team members are welcome to join our forums, and all Blue Alliances are welcome to begin talks with us about treaties and pacts.
