Galvatron Posted May 18, 2009 Report Share Posted May 18, 2009 Dear Nations and Alliances of Planet Bob, We proudly announce to you all today the creation of a new alliance – Nations United for Freedom (henceforth NUF). The Nations United for Freedom is mainly a blue alliance comprising of mostly ageing nations who would like to offer their hands of friendship to friends both old and new throughout planet Bob. Our top government will consist of three High Council members, represented on the NUF flag with Borromean Rings to show the bond between NUF leadership. Charter of the Nations United for Freedom Preamble This document is hereby created to protect the rights and freedoms of the sovereign nations of the Nations United for Freedom. All nations of the Nations United for Freedom agree to this document. Article I. Alliance Code A. Every Nation of the Nations United for Freedom will not show disrespect to anyone in the alliance or outside. B. Every Nation of Nations United for Freedom will never attack a fellow member and/or attack another alliance and/or attack a member of the red team and/or a member of the blue team without permission of higher authority. An alliance is defined as more than 1 members being in it. C. If your nation wishes to engage another nation, included in the above restrictions, for personal reasons it must be approved by one of the three members of the High Council. D. Every Nation of Nations United for Freedom will comply with all orders in time of war. E. Any NUF member who is found guilty of attempting sway any voting process in their favor using untruths or lies will be released from the alliance or punished. F.No person within the NUF may hold more than one government position. Article II. Government Section A. NUF High Council 1. The High Council of the Nations United for Freedom holds all authority and responsibility for the internal affairs of the alliance, Foreign affairs and Military command. 2. It is the responsibility of the High Council to protect the rights of every member nation of the Nations United for Freedom. 3. The High council consists of three (3) individuals, all with equal authority and responsibility. 4. The High Council will make every attempt to consult with all other High Council members on all decisions. It is within the power of an individual High Council member to make decisions unilaterally with the exception of declarations of War. Section B. NUF General Council 1. The General Council of the Nations United for Freedom will act as advisor's to the high council along with shared responsibility to oversee the Recruitment Department, Information / Communications Department, and Economics Department. 2. All General Council members are equal in rank. 3. Any disagreements by council members will be decided by the High council Article III Government Powers Section A - High Council 1. Only the High council shall have the authority to declare war, by unanimous decision. 2. The High council must approve all treaties by unanimous decision after council deliberation and vote. The High council reserves the right to take immediate judiciary action if the situation requires it. 3. The high council may remove any General Council member by a vote of 2/3. 4. All new laws must be signed by the High council unanimously. 5. The term of the High Council is 3 months. A High Council member may be removed with 75% vote or greater of the council, and 2/3 of the High Council. Section B - General Council 1. General Council members have the right to discuss all war actions with the High Council. 2. General Council members must vote on and approve all treaties of the Nations United for Freedom. 3. General Council is a permanent position unless removed. 4. The NUF council may remove any General Council member with a 75% or greater vote. 5. All new laws must be approved by 60% or higher of the entire council. 6. Any member may apply for General Council consideration at any time, once every 45 days. 7. Appoint departmental "Directors", in agreement with the council as a whole. Article IV Elections A. High Council will be elected once every 3 months, vote is held by council members only. B. There will be 72 hour voting period and 72 hour debate period. C. General Council is elected into office by a 60% or higher vote of the entire council. D. Any single council member may deny a member entry into the council. E. All voting on new General Council members will be held in private chambers Article V General Voting A. The general public will vote on new laws or changes to the charter as directed by the council. Approved votes will be passed to the High Council for final approval. B. Issues to be voted upon will be determined by the council. Article VI Membership A. Membership is open to all. Your forum name must be your ruler name. B. Membership may be denied for any reason by the High Council Article VII Code of War A. The military hierarchy is absolute. Every soldier must obey to the ranks above him. B. If you are attacked by a rogue from another alliance, you have the choice to retaliate or not, but if you do you might not receive war reparations. In any case you should contact a NUF military officer or council member. C. If a member of NUF attacks another player non-aligned then he/she will be given no aid by any other member of the alliance. D. If NUF goes to war with another alliance ALL MEMBERS are required to answer to the call of war. EXCEPT the banking nations that will be giving out aid. Article VIII Departmental Directors & Officers A. The council, as a whole, may choose to appoint a departmental "Director" to oversee any department such as Recruitment, Information / Communications, and Economics if they choose to do so. (i.e. "Economic Director", "Recruitment Director") B. Each "Director" may appoint "Officer(s)" to assist them at their own discretion. (i.e "Economics Officer", "Recruitment Officer") C. These departmental Directors do not apply to Military Command, Foreign affairs nor public relations. D. An indecision by the council will be left to the High Council to decide. E. Either general membership or council members may hold these positions. --------------------------------------------------------------------------------------------------------------------------------------------------------- We have a protectorate with our good friends at Neuva Vida who we look forward to working with in the future: This pact is signed in good faith between Nueva Vida and the Nations United for Freedom. 1) Unilateral Defense - An attack on NUF will be viewed as an attack on Nueva Vida. 2) Aggressive War - Should NUF choose to take part in an aggressive war or action against a 3rd party, Nueva Vida must be informed within a reasonable time limit in order to be able to either approve the war/action, provide military support, or veto. 3) Foreign Affairs - Any treaties or pacts signed by NUF must first be approved by Nueva Vida. 4) Optional Assistance - Should Nueva Vida be involved in any military operations of any nature, NUF has the option to support Nueva Vida, but this is under no circumstances an obligation, and does not affect the status of this agreement. 5) Cancellation - Should Nueva Vida find any reason to terminate this agreement, they will provide NUF with 5 days notice before this treaty is null and void. In the event that NUF wishes to terminate the agreement for any reason, they may do so with 48 hours notice. Should any previous articles be breached by either party, this agreement shall be nulled.
