Accepting Surrender

The Nation of Ophelia has requested to surrender to NPO. I have received 2 emails from them stating problems posting here, so I am assisting. Below are two emails I received from them.

Following advise from my superior officers I am submitting Ophelia's compliance with NPO demands. Niks101 has decommissioned their troops to less then 50% of their population and listed themselves as NPO PoW. I have been authorized to accept their surrender to our Alliance.
