Announcement from the Desk of the Lord Protector

...the Il Duce steps to the mic in place of the Lord Protector, who is away drinking himself stupid on a boat somewhere on the ocean...

Over the past several months, we at Veritas Aequitas have been growing steadily and our internal infrastructure has been working quite well. During this time, we've discovered we are wasting valuable assets within our government which could be used in different forms. We will be eradicating the High Councilor position from our government structure which will allow our active, competent government members to be more useful in the daily activities of the alliance.

In addition, I'd like to announce our current government members, elected this past month:

Along with our government, listed below is Volume IV of the Charter del Veritas Aequitas. Feel free to read and criticize as you like :D

Charter del Veritas Aequitas

Volume IV

In order to promote honor and the security of our combined nations,

Veritas Aequitas shall be created as an alliance of cyber nations.

I. Government Structure

A. A Democratic Monarchy will rule Veritas Aequitas.

B. The Parliament consists of the Lord Protector and the House of Lords

II. Government Position Definitions and Terms

A. Lord Protector (LP): A singular position held for life

B. Positions of Lordship: The Lords run the day-to-day operations of their respective departments, and aid the LP in the day to day

handlings of VA.

1. A member in an elected position serves no more than three (3) consecutive terms in the same seat of Lordship. There is no

limit to the maximum

number of non-consecutive terms.

2. A member in an appointed position may serve for an infinite number of terms, at the discretion of the LP and remaining lords.

3. Voting for lords will be on the 25th of every even month, nominations starting two days before that

4. In the case of a Lord stepping down before the term ends, one of the following will occur and will be decided by a majority vote

of the Lords and LP:

a.) The secretary moves up to the position of Lordship

b.) A special election is held within 24 hours of the retiring Lord's announcement of intent to step down.

c.) The remaining Lords and LP appoint a replacement Lord

5. Other responsibilities also include the requests of the LP.

6. Appointed positions of lordship shall be suggested to the LP by the elected Lords as their first act of business upon taking office.

The LP then has final

authority. Although not mandatory, the LP is suggested to follow the Lord’s recommendations.

7. In the event of a tie, the newly elected Lords will recommend their choice to the LP. The LP then has final authority. Although not

mandatory, the LP is suggested to follow the Lords' recommendation. In the unlikely, but possible event of a tie in all Lord

elections, the exiting Lords shall recommend their choices to the LP.

III. Government Positions

A. Lord Protector(LP)

1. Leader of the alliance government and military

2. Serves for life and may appoint their successor

3. May engage the alliance in treaties and warfare

4. Holds a veto over the Lords

5. Settle disputes between nations in the alliance

B. House of Lords

1. Recommends members for the appointed positions of Lordship to the LP

2. Can bring the alliance to war and accept treaties with a 4/5 vote

3. Lords holds veto power over the LP with a 4/5 vote

4. A member of the House of Lords can be removed from office by a majority vote from the commons or a unanimous vote from the

remaining Lords

C. Lord of Foreign Affairs (LoFA)

1. Maintain records of which members are diplomats to which alliances

2. Point of contact within the cyberverse for diplomatic relations

3. Negotiate and present treaties to the Lords and LP

4. This is an appointed position

D. Lord of the Armed Forces (LoAF)

1. Can design the military ward to his/her liking including staffing and forum layout

2. Has the right to design and implement a military policy

a.) Must be approved by a unanimous approval of the elected Lords and the LP

3. Responsible for maintaining military readiness

4. Coordinates attacks during times of war

5. Responds to incoming attacks

6. Manages all outgoing attacks

7. This is an appointed position

E. Lord of Internal Affairs (LoIA)

1. Organizes and runs all elections

2. Facilitates the resolution of disputes among members

a.) Disputes can be mediated by jury of 5 agreed upon by the parties involved OR the House of Lords

b.) Final judgments may be appealed to the LP who has final say

3. This is an elected position

F. Lord of Economic Development

1. Responsible for the general economic strength of the alliance

2. Maintains the alliances banking system, trades, and aid programs

3. This is an elected position

G. Lord of Recruitment

1. Responsible for attracting new members to the alliance

2. Sets up and maintains bonus programs and an aid system for new members

3. Runs and manages the recruitment programs

4. This is an elected position

IV. The Commons

A. Defined as – “Any member in good standing in the Alliance”

B. Can overrule any government decision with a majority vote

V. Membership

A. To attain membership, a nation shall repeat the following oath on the offsite forum along with their membership application:

I, (ruler name) of (nation name), do solemnly swear that I will be faithful and bear true allegiance to Veritas Aequitas.

I will serve my alliance when called upon. I will fight alongside my alliance brothers, even in times of extreme hardship.

I understand by taking this oath, I am subject to punishment for disobedience. Long live Veritas Aequitas!

B. We force no one to remain in the alliance

1. We ask that the LP or the Lords be notified before a nation leaves the alliance

2. Any aid should be repaid, as that is the honorable thing to do

C. No member of Veritas Aequitas may be in another alliance or agent thereof.

VI. Warfare

A. War between alliances may be declared by the LP, or House of Lords with a 4/5 vote

B. During war all nations able may be called upon to fight

VII. Foreign Policy

A. Must have diplomatic relations for 1 month before any agreements are considered

1. This rule does not apply to any Protectorate style agreements

B. NAPs are NOT signed by Veritas Aequitas

C. PIAT, ToA, MDP, MADP or Bloc type treaties are signed by Veritas Aequitas

VIII. Elections

A. Nominations

1. Nominations shall be held 48 hours before any election.

2. All members in good standing may nominate one (1) person and second one (1) different nominee in each individual

election for Lordship.

3. All nominees are required to be seconded and must accept the nomination before the close of the allotted nominations

time frame.

4. Any nation seconded within the last 12 hours of the nominations time frame shall be granted an 8 hour extension to

accept their nomination.

5. Voting will begin as soon as nominations are officially over.

6. All Nominees are required to create a thread in the Campaign Room of the Bar & Grill upon acceptance of their nomination.

a.) Nominees may set up their threads in any manner that they wish

7. Government members or former government members participating in an ongoing election shall not message the members

of the alliance in any official capacity.

a.) Any candidate however may message the alliance announcing their candidacy in an attempt to gain support.

8. If a member of the Internal Affairs staff is taking part in an election, they are not authorized to set up the poll. A member

of government currently uninvolved in the election shall take over the election duties.

B. Voting

1. Voting will, for all elections, last 24 hours

IX. Trials

A. In order for a trial to be convened, either the House of Lords (unanimously) or the Lord Protector must have heard sufficient

evidence for a trial to be held.

B. Once the trial is approved, the accused is considered guilty until proven innocent and is no longer considered a member in

good standing

C. The accused has the right to a trial by jury of 5 or by judge alone

1. The LoIA will act as the judge, unless unavailable, in which case the Lord Protector shall preside.

D. In cases of a jury trial, the LoIA shall always sit on the jury, unless unavailable, in which case the Lord Protector shall sit.

E. The accused has the right to reject any jury member as long as there is proper ground to do so.

1. With the exception of the LoIA or Lord Protector

F. All jury members shall swear to be and have the capacity to be impartial during the proceedings

G. The order of the trial will go as follows:

1. Once all evidence posted, the accused has 24 hours to post his defense

2. The jury then has 24 hours to post any questions for the defendant

3. The Jury will then, for each charge (if applicable), vote either guilty, not guilty or to dismiss the charge for irrelevance on

a majority vote

4. Based on the verdict of the charges, the jury will determine a fit punishment.

a.) Approval of the sentence shall be set by 4/5 majority vote of the jury.

H. After the verdict and punishment is announced, the defendant has 24 hours to request an appeal to the Lord Protector

1. By appealing, the charges listed by the jury are removed

2. The Lord Protector may impose any punishment he/she sees fit, be it more or less severe.

I. Upon Final sentencing, the results of the trial shall be published in VA announcements in this manner:

1. If Innocent: "After testimony and deliberation the [final verdict authority title(jury, judge, LP)], (the accused) stands (cleared

or innocent) of the following charge(s): (list all charges). No more questions or accusations pertaining to these matters shall

be brought against (the accused) pertaining to these matters. (the accused is hereby returned to the commons of VA as a

member in good standing with all rights restored."

2. If Guilty : "After testimony and deliberation the [final verdict authority title(jury, judge, LP)] finds (the accused) guilty of the

following offenses: (list charges). As a result the (tite of the final verdict authority) has imposed the following sentence:

(list sentence)*"

3. If combination of guilty, Innocent, dismissed: "After testimony and deliberation the [final verdict authority title (jury, judge,

LP)] dismisses the following charges against (the accused): (list charges dismissed). (The final verdict title) finds the accused

innocent of the following charges: (list charges). No more questions or accusations pertaining to these matter shall be

brought against (the accused) pertaining to these matters. (the final verdict authority) finds (the accused) guilty of the

following charges: (list charges). As a result the (title of the final verdict authority) has imposed the following sentence:

(list sentence)*"

a.) The sentence shall (where applicable) be the result of all charges brought against the accused)

X. Mergers

A. Must be approved by the following:

1. Approval of the Lord Protector

2. Unanimous vote of the House of Lords

3. A 2/3 approval vote of the Commons

XI. Rights of the Commons

A. All members in good standing have the right to vote.

B. All members have the right to free speech and may write their thoughts without fear of repercussion.

C. No member will be discriminated against due to sex, age, race, religion, views, beliefs, or any other way one could be discriminated

against.

D. Members have the right to freedom from abuse. Any member abusing and/or harassing another member will be asked to stop. If the

abuse continues,

punishment will be decided by the Lord Protector, including removal from the alliance, if deemed necessary.

XII. Amending the Charter

A. The charter may be amended by the following:

1. Approval of the Lord Protector

2. 4/5 approval from the House of Lords

XIII. Unmentioned Rights, Responsibilities and Powers

A. Any right, responsibility or power not mentioned in the charter may be determined at the sole discretion of the Lord Protector.

1. Although it is at the Lord Protector's sole discretion, any unmentioned item from the charter decided upon by the LP may be

vetoed by a 4/5 majority of the House of Lords.
