Vaule requests meeting with the Hanseatic Commonwealth

The government of the Vaule Socialist Republic requests a meeting with a representative of the Hanseatic Commonwealth Confederacy regarding the eastern protectorate, previously held jointly between Vaule and Neo-Japan. We will be discussing regional stability, as well as the mechanisms through which new governments shall form in the protectorate region.

The missive arrived early in the morning in Brisbane, just as Sarah had sat down at her desk for morning tea and the first set of national reports. She was extremely elated to see correspondence with Vaule, especially considering they were one of the most powerful forces in Asia at the moment and for any chance of stability to be created in the continent, Value and the Hansa would have to work closely together. But Sarah had always trusted the Vaulian government and the Vaulian people and administering the Siberian Protectorate was an important matter to the new Eastern Asia power. Sarah had a lot of new neighbors now and the welcome wagon was of course readily received by her pen and paper.

President Zuganov,

Thank you for contacting me about setting up a meeting between ourselves, I for one am honored to be working with a country again that I have often admired and looked up to for foreign policy as well as regional stability. The Russian Far East Protectorate is one of my biggest concerns at the moment for economic benefit for both the Hansa and Vaule and in addition to this, a sure fire way to bring our people closer together now that we have become neighbors. As you trusted the Neo-Japanese government before I would hope that you can trust your brothers and sisters in the Hansa as well. As such, I suggest a meeting between you and I as soon as possible, perhaps in Vladivostok, so we are close to the territory that we will be discussing. As soon as I get your reply, I will be on a plane to the Russian Far East and we can begin our talks.

A Vaule Air Force Tu-144 touches down at the Vladivostok airport. As the jet comes to a halt in front of the terminal Vaule's President emerges, followed by a woman in a VDC uniform. As they waited for the arrival of their Hanseatic counterparts, the woman handed several dossiers to the President.

The Vaulian diplomatic mission was immediately received by Hanseatic marines after arriving in the airport. Bowing cordially they escorted the President and his staff out of the airport into a limousine that would take them further into the city. Sarah had arranged the meeting in the upper levels of the city's opera house and hoped that after the meetings were concluded that the President would join her for Vladivostok's production of "Die Fledermaus". After arriving at the theatre, the President was taking up through the finely polished marble hallways and staircases towards the observation rooms at the top where a perfect view of the stage and the great crystal chandelier stretched out in front of them. As the guards opened the doors for he and his staff to enter, Sarah immediately rose to her feet and gave a warm smile with open arms to the President as she took his hand in hers.

"Its an honor President Zuganov, it really is. I appreciate you coming to meet with me so soon, but its something that we both need to take care of right away. Now I know talks about the protectorate are in order along with bring stability to the region, which has always been my goal and the Hansa's goal indefinitely." She walked back over to the ebony table and offered the President and his staff chairs, while maids placed down small o'urdorfs and a bottle of White Zinfandel. "I believe since you called this meeting you would like to begin Mr. President. What can the Hansa do for Vaule to make our relationship a success?"

After meeting with the Hanseatic Representatives and admiring the beautiful architecture of Vladivostok, President Zuganov handed Lady Tintagyl a dossier with the proposal in it. The woman with the President introduced herself as Lady Natalya Sharova, Vaule’s Director of Eastern Russian and Asian diplomatic affairs.

Lady Sharova opened a matching dossier then began to speak:

“This dossier contains a proposal for the Interim governance of the East Russian joint protectorate as well as stipulating specifics regarding the management of the protectorate’s security. Under the proposal, Vaule would deploy 1000 police officers and 2000 soldiers to the protectorate to assist Hanseatic forces already on the ground. We will give the Hanseatic Commonwealth as much time as they require to review the documentation, as well as to suggest modifications and additional clauses. We welcome your comments Lady Tintagyl.”

Agreement regarding the state of the Russian East Joint Protectorate Zone (REJPZ)

Article 1: Declaration

The REJPZ is a joint protectorate of the Hanseatic Commonwealth and the Vaule Socialist Republic. The REJPZ shall remain a joint protectorate until a capable regional government is established in the zone that is able to exert full control over the territory or a significant part thereof.

Article 2: Civil Administration

The daily civil administration of the REJPZ shall be carried out by a Triumvirate consisting of a Hanseatic delegate, a Vaulian delegate and a delegate elected by the people living in the REJPZ. This Triumvirate shall be required to maintain order and stability in the zone and shall assist in the handover of power (either over all of the territory or a part thereof) to a stable regional government if one appears.

Article 3: Non -annexation clause

Neither joint protectorate holder may annex any of the territory that constitutes the REJPZ.

Article 4: Dissolution clause

Should the nation of either protectorate holder dissolve, collapse, or be changed to the point that the nation is no longer capable of adhering to this treaty the other protectorate holder shall assume full responsibility for the protectorate area

Article 5: Amendments

Amendments to this agreement must be approved by both signatories before being enacted.

Article 6: Cancellation

Should either signatory wish to cancel the protectorate agreement, they should notify the REJPZ Triumvirate and the other signatory at least 48 hours in advance of the cancellation

As Lady Sharova resumed her seat, President Zuganov spoke:

"Lady Tintagyl, I hope that this agreement will meet with the approval of the government of the Hanseatic Commonwealth. Although the situation in the protectorate is stable, we felt that it was necessary for us to formally structure an agreement regarding it's security, administration and the mechanisms for an eventual handover."-President Zuganov

Sarah glanced down at the document in front of her and read it with sparkling eyes. "I like it a lot Mr. President, definitely something that we can agree on. As a matter of fact, we have refugees trying to claim a Pax Pacific Protectorate in the Philippines at the moment, so I can assure you that I am no novice on the issue. At the moment I don't see any problems with the proposal or anything that needs to be added." She thought for a moment. "And I believe we have at least thirty-thousand infantry stationed in the Russian Far East that can be added to the forces patrolling this protectorate."

Snapping her fingers, an aide walked over with pen in hand as Sarah scribbled out a signature on the document.

After signing she looked back up at the Vaulian President and Lady Sharova and extended her hand. "No that we're done with the more important business. I must ask you Mr. President. I have been hearing news about the situation concerning the Vaulian Royal Family. I understand that I don't truly have personal interest in the situation, as I have never met any of the members of the Royal Family, but people are people and the rumors are abound of horrible prospects for them. I would like to know, at least your prediction. What will become of them?"

"It is impossible to know how the trial will proceed. The Tribunal has a monumental task before it. I have the utmost confidence that the Tribunal will only punish those who are found to be guilty due to the presence of substantial evidence against them. The government has granted significant authority to the Tribunal to bring charges against anyone in Vaule who is suspected of committing a serious crime regardless of their status. This is the reason why some of the members of the Royal Family are being brought before the Tribunal. It is also important to note that the cases involving the Royal Family are only 15 of the more than 700 cases before the Tribunal. The entire Royal Family of Vaule is not on trial, only those who are suspected of crimes shall appear before the Tribunal.

With the complicated nature of the case, I cannot predict how the Tribunal will rule. It is possible that a few members may be found guilty, but it is also possible that members may be acquitted. I hope that I may ask a favor of you Lady Tintagyl."-President Zuganov

"One of Vaule's submarines, the VNS Angelus was stationed in the Republic of Tanis prior to its collapse. Given the change of governments in the region, we are in the process of attempting to plot a course to take the Angelus home. There is a short route that would take the Angelus to Vaule, however it would require passing through Hanseatic waters near Borneo. We would like to request permission for the submarine to pass through Hanseatic territorial waters via an agreed course, under escort if the Hanseatic Navy wishes to do so."-President Zuganov

"Well I am extremely glad to hear that the outcome of the Royal Family will not be a grim as I had thought previous, so I'm very thankful to hear that. As to the submarine, though I would like to say that the Angelus could in fact stay at port in Borneo, I also understand that our nations are not as close as yours to the Tanisians. But as to my navy." Sarah chuckled. "As it is only a coast guard and trade fleet, I would have no problem in supplying any escort service that the Angelus requires to reach the Joint-Protectorate Zone. But yes I see no problem with this." Sarah said, finishing her glass of wine.

"Thank you Lady Tintagyl. I will inform the Angelus to proceed."-President Zuganov

Lady Sharova stepped out of the room for a moment, then returned with a message scribbled on a piece of paper. After reading the note, President Zuganov replied:

"It seems Lady Tintagyl, that the Tribunal has decided to acquit the other ten members of the Royal family of all charges. Princesses Azleya and Yulia have received the death penalty, while Duke Tarunye will serve a prison term."

Sarah sighed turned her head for a moment before looking back at the President. "Well I can't say I agree with the death penalty, however one must pay for crimes against humanity somehow. A pity that it comes to that, but the amount of death in the past war is on her hands and we shall see in later years if God was able to forgive her for that." Sarah stretched and smiled. "However, is there anything else you would like to discuss Mr. President, Lady Sharova? I have as much time as you need."
