Whenever you see +2$ and +1 happiness they are essentially the same. Happiness is slightly reduced by environment however, so instead of giving +2$ it is more like +1.80$ or such.

It depends on what your happiness is and what you make. One happiness is 2-3 dollars depending upon certain stats in your nation. It's usually better to take a dollar loss than a happiness one, unless they're obviously not equal.

With respect to events:

For a positive event, +2$ > +1 happiness

For a negative event, -1 happiness > -2$

Right, but these same modifiers apply to income as well. So $2.00 isn't actually worth $2.00 after modifiers either.

This. You can essentially disregard the modifiers when dealing with events, and just treat 1hp as slightly less than $2.00.
