All Land Inca Security Force or LISF bases are to go into lock down and ready for immediate deployment. All Air Inca Security Force or AISF bases are ordered to go into lock down, initiate wartime CAP and ready for immediate deployment. Martial Law is hereby declared and all civilian government offices are closed and all civilian government activity is terminated. Full governing power rest only in the hands of the New Inca and High Command indefinitely. --- END MESSAGE --- This is a transcript of the government memo sent to all schools, hospitals, police stations, military bases and news stations. When asked why, an aid to the New Inca replied, "Diplomacy has seen to it that we and our allies won't be seeing war. Thus we go back to normal."
