In the past several weeks the Imperial Navy has been conducting Quick Response exercises off the South Angolan Coastline. By orders of the Kaiser, the five ships of the First Imperial Fleet, the IFS Nordic Victory (Temujihn-class Battleship), the IFS Martens and IFS Uberstein (Oulu-class Corvettes), and the IFS Solidor and IFS Tintagyl (Iwamura-class Landing Ships) are to remain in a Level Three State of Constant Battle Readiness. This serves to bring the Navy into line with the Kaiser's 'Strike Before Struck' War Doctrine.

Secondarily, to combat the weakness of our ships to enemy aircraft fire, the Kaiser has invested in research, development, and construction of upgraded Surface-to-Air Missile Platforms to be installed on all currently active Battleships and to be made standard on future keels as well as Destroyers and Cruisers once we are able to produce them. Corvettes, Frigates, and Landing Ships are not deemed eligible for this program, hence forth named PROJECT FIREY RIM. I have included a detailed summary of the project particulars with this report.

There is no set timetable for introduction of this program.

As you commanded, the authority and stations of the various Lordships have been finalized, with only a few small Baronies and Estates yet to be claimed. The Marquisates, Counties, and Viscounties (Townships) are all filled and may be reviewed at your leisure. As per your request, the Duchies have been left unattended as I believe Your August Majesty intends to appoint these offices yourself.

The Election Commission reports that facilities will be ready for the May 1 Parliamentary elections and that all staffing issues have been dealt with up until the 99th percentile, with only a handful of backwater polls yet untended.

The Namibe Council also reports that renovations to the Basilica of St. Jude and the Palace of St. Simon are nearing completion. The Docks and Shipyards have also been refitted to handle the increased traffic you expected in the coming months with the border opening and the loosening of travel restrictions once the disposition of Martial Law is complete.

Lastly, our military subcontractors report that construction on the new launchpads for space-bound rocketry, as well as processing facilities for non-weapons grade Uranium are progressing on schedule.

The restoration of the Imperial institutions continues on schedule. The Dragon's Claw Intelligence Services, The Order of the Eagle organization, the Imperial Trading Company, and the Imperial Legions, among others. The Elder Council had already met in full session to complete the transition from the Commonwealth to the Empire.

Kaiser Rukia had, as promised, begun to delegate some of his unnecessary powers. However, the majority of the Imperial Offices remained under his control.
