The airliner touched down at the airport, Tom Clark exited the plane. He had been invited by King Tim to survey the damages to Newfoundland after the most recent civil war had ended there. Arrangements were possibly to be made to allow Newfoundland to tape the Global Nuclear Relief fund arranged by Dragonisia to fund a reconstruction of the region under careful supervision to make sure the funds were only allocated to humanitarian and progressive solutions.

King Tim greeted Tom Clark as he left the plane.

'Mr. Clark, it is good to meet you, I am King Tim'

'Hello, King Tim'

Tim looked at Tom's extended hand, reached out and shook it.

'Well, now that we have met eachother I guess we better get down to business then, I never was one for formalities, so if you would follow me'

Tim turned and began to walk to a nearby car that was waiting for him.

Tom followed with haste. It wouldn't be long til they were touring the country side and the massive damage done to the country's infrastructure and the suffering of its domestic people at the lack of basic public services, "I definitely see your problem. We almost had an equivalent insurrection at home recently in Dragonisia. We're willing to help, but it's a rather large undertaking. We're putting together a global task force to help mitigate these kind of crisis as well as to provide for a unified global defense. We, being most of South Eastern Asia at the moment. We were wondering if you'd like to be the first North American member? Either way, we will assure you the aid, but we'd like to know you are also able to be counted upon for support in the future once you are recovered.. if the need should arise."

Tim was suprised by the offer, he had expected some kind of off but a membership in his bloc was something he had not even considered. The protection they would recieve would be a lot more even if they were on opposite sides of the planet, it would also go very far in advancing Newfoundlands military and reconstruction process, those damned mercenaries had burned anything they could when it looked like they would be losing. The only drawback was the part about having to help them if the time arose, that likely ment sending Newfoundlanders overseas to fight in a war that did not concern them, but in this case the pros of joining seemed to heavily outweigh the cons.

'I am very interested in this offer you have made, I will have to bring it up with the members of government tonight, the Prime Minister still seems to be getting settled in but we cannot allow him to sit on his $@! forever now can we?'

Tim laughed.

'Indeed, well, hopefully the government will be running smoothly soon and I can go off to doing nothing all day but trying to look busy and keeping up to date on worl happenings, I know my family can't wait either.'

"Trust me, I know the feeling, I have 3 of my own at home waiting for Dad to get back from half-way around the world at the end of each day." His cell phone went off, he read the text. "You've been approved for a preliminary 50 billion, an assessment team will arrive shortly thereafter to see how much we may need to inflate those numbers. In addition, a division of Military Engineers will be arriving to help you re-do the public works."

'It seems I should hurry the government meeting up a bit, sometimes it is best to get this stuff done soon, you know how politicians are, I'll have an answer for you by tomorrow even if I have to lock the doors and not let them out until they have given me an answer'

Tim got out his cellphone and dialed the Prime Minister

'I think you best move the government meeting up a few hours and start it as soon as you can, we just got a amazing offer, I am on my way now, we start when I arrive even if everyone isn't there'

Tim looked at the drive

'You know where to go, and floor it'

Tom Clark received a text message while sitting within the legislators

Sender: President Landry
If Newfoundland accepts the membership offer, Congress will approve up to $75 Billion in reconstruction and security loans for the nation at a very low interest rate. You may share this information with King Tim if desired.

Tom had just been seated when he got the page, he went to Tim, "President Landry's just paged us from Melvin Republic. Congress there is willing to support an additional 75 billion in spending.. which will take some of the weight of Dragonisia's shoulders.. so, needless to say, your friends are ready to act."

Tim looked that the government members, they had been gathered in the makeshift room, the proper one was under contrcution as its predesessor had been torched by the mercenaries. Tim hid a local pizza restraunts menu, he knew this meeting was going to take a long time and he was going to be ready for it since nobody was leaving till a decision was made.

'greetings, you are probably wondering why I have moved this meeting up a few hours, well, I have a good reason. Mr. Clark over there' Tim looks in Toms direction 'has offered us a quite large sum of over 75 billion dollars as well as engineers to help repair the damage, however it would require us joining his bloc and having to commit to the fact that we may have to send newfoundlanders overseas to fight in a war that does not concern us. I personally would like to take this deal however I know some will oppose, I do not believe this can wait and should be discussed immediatly, now, let the arguing begin'

Tim returned to his seat and pulled out the menu 'now' he thought to himself 'do I want meatlovers or deluxe?'

Tom chuckled, "The Chairman would have me tell you Meat Lovers as a foreign affairs policy. He loves meat. But since he is not here, I will still have meat-lovers. They're delicious." He smiled at King Tim as he had just barely noticed the menu glancing over the man's shoulder. He watched the legislature wrangle.

'A good choice, I'll have somebody order a extra large, pizza is good hot or cold'

Tim motioned for an aid to come.

'Order us an extra large Pizza from Mario's'

Tim looked at the people arguing

'I'm lost now, you have any idea who is winning this argument?'

'That is true'

Tim watched the people argue, he was always amazed that shoes did not start flying. After nearly half an hour an aid arrived with the pizza.

'Ah, finally'

Tim started to eat the pizza with Tom, he looked around and noticed the occasional glance in their direction and that one of the TV cameras was pointed at them, Tim simply smiled at it and held up a piece before taking another bite.

Tom set down his pizza, "I'd better say something Tim." He stood up, typical Robert's rules of Order fashion he requested time from the Chairman of the legislature on the issue and headed to the podium.

"Ladies and Gentlemen, we understand you have concerns about foreign obligations for wars half a world away. Do you not think we have the same fears and concerns? Yet we are brave enough to stride forward in this and we have nothing to gain save to help a people who are in dire need. It is our sense of philanthropy that has driven us to this cause. Without our aid, with your capitol equipment in ruins, it could take you decades.. plural.. not one.. but several.. to recover from this. With the help of our financial resources and our engineers we could see you out of this darkness in at most a decade's time to full recovery. I do not think your people would allow you to continue to hold your elected seats if they knew you threw away this kind of opportunity to alleviate such suffering. We do plan on still sending you the financial aid, regardless as to your acceptance of our proposal, however.. the engineers are the true benefit in this package.. and the technology.. and the machines you need to re-lay sewers, re-string power lines. I do not wish to apply any undue pressure, but in my notably biased eyes.. this deal even from your perspective should be a no-brainer to vote yes for. So please.. lets expedite this so we can get to rebuilding. The orphans of this war deserve good homes." Tom Clark would state in his extremely political savvy.. jerk the democracies around with tears sort of way.

Tim look at the members of government while finishing off the piece of pizza he held. They were all looking at Tom, Tim smailed, he knew exactly what was coming. Tim watched as one person yelled out 'but it isn't our fight', soon the government had returned to arguing but it did seem that the side who wanted to sign the treaty had a majority now. Tim wished he'd brought something to read, this was going to be a very long night.

"Gentlemen, there isn't even a fight yet for it to not be yours. It wouldn't be our fight normally to protect you, but we're willing to do this simply for your pledge to help each other. I assure you, it'd likely be many more times expensive for us to get our armies here, than yours there simply because of the scale of the combined forces of the Bloc.. but again, if you don't want that assurance that is your choice. We're only making the offer."

Tim watched as the government slowly come more over to the side who wanted to join, they had a majority now it seemed. Tim sighed and stood up.

'Well, you have been arguing for the past few hours, I am going to call a vote'

The results of the vote ended up being yes - 77%, no - 23%.

Tim looked at Tom.

'Well, where do I sign?'
