iamthey Posted April 14, 2009 Report Share Posted April 14, 2009 (edited) The Imperial Alliance while it doesn't exactly like what is going on in carthage would like to point out that the nation in question is itself rather physically small that being said a unitary government (strong central government) makes sense over provincial divisions that would be seen in larger nations... such as Artemis (). As such to have a centrally controlled police force which can harness funding from the state, as well as can recruit from the military makes sense over a poorly funded immobile local police force. While perhaps a less socially oppressive worldview could be adopted in their using; it is silly to disallow this nation from having a central police force. Not everyone has to fit your mold of nation structure; no government is itself unjust, its the actions of that government which define it. If a wrench is used to crush a person's skull we do not then assign blame to the wrench we assign it to the one bearing the wretch. That being said reform the nation and its leaders and treat the problem at its source, rather than crippling them and inviting anarchy. Furthermore we also support releasing political prisoners, I am sure there are a number of nations that would be willing to take them; it is senseless to confine them. If the second option is decided upon, JTF Carthage would take 2-3 days to reach the objective because the journey would be slowed by having to bypass the Canadian Canary Islands. A public statement was released saying that standard Arctican rules of engagement were in effect when dealing with enemy units. JTF Carthage will not impede humanitarian efforts. If the situation allows, surplus soldiers and vehicles will protect humanitarian transports that are inadequately protected and will help distribute aid to civilians if such help is requested. Any prisoners of war taken by an Arctican unit will be handed over to Gebiv when the situation allows. Fliers distributed among the task force, not released to the public, specified how to deal with civilians. (OOC: I stole them) JTF Carthage Rules of Engagement Nothing in these rules of engagement limits your right to take appropriate action to defend yourself and your unit. A. You have the right to use force to defend yourself against attacks or threats of attack B. Hostile fire may be returned effectively and promptly to stop a hostile act. C. When Arctican forces are attacked by unarmed hostile elements, mobs and/or rioters, Arctican forces should use the minimum force necessary under the circumstances and proportional to the threat. D. Detention of civilians is authorized for security reasons or self-defense. REMEMBER 1. Arctica is not at war 2. Use minimum force to carry out the mission where civilians are concerned 3. IC: Technical difficulties on Arctica's part prevented certain communications from being received and understood. Major General Malinović wishes to formally apologize to Carthage's government for causing unnecessary concern and indirectly causing the impediment of humanitarian aid shipments by making the Carthaginians increase security measures in reaction to the task force's arrival. He confirms that JTF Carthage will not move to escalate the situation. It is estimated that the Arctican force will remain on Artemis property until Tuesday to complete repairs and checks that are necessary as a result of the technical difficulties. --- In reality, while communications were actually disrupted by instrument problems, there are no repairs or checks that would necessitate the fleet staying in Artemis until Tuesday. That was simply a cover for their real purpose: to stay and monitor the Naboo situation and to resume their original attack plan if the nations of Africa change their mind. Artemis was informed of this and a private message was sent from the government to Artemis officials inquiring as to their future plans for fascist Carthage and whether they were planning to fund and equip resistance soldiers in the lawless Naboo territory.
