The problem with his idea is that it is unlikely that your protector would help you out,unless they wanted the war too. And if they didn't it would just be a 20 on 1 gangbang. A good idea is to get somebody who's part of a large alliance, like the NPO, to attack another major alliance, and if the government of the first alliance doesn't apologize then you've got a war.
