As a founder of UCN all I have to say is that we are a small alliance that feels comfortable having treaties with people whom we have very close contact with rather than having treaties for the sake of them. We have good relations with Legion, just not the kind of intimate relations that would warrant a treaty above an ODP. This is as much our fault as it is that of Legion, if indeed any fault need to be found. I am sure that the downgrading of this treaty is a much bigger deal for UCN than it is for Legion: after all, Legion has a long history on Planet Bob. What do you define as current? GWII? I may be missing a treaty that we failed to honor, but for the life of me I can't think of one more recent than that. And even in GWII, we made very clear that we would not condone an aggressive action by the League. Whether that was the right decision is something that many of us debate to this day.
