Dragonisia condems Indochina Government for "Bailing on its people."

"The Government of Dragonisia has decided to condemn the Indo Chinese Government's flight to Europe during a time of domestic crisis as an abandonment of its duty. We feel a domestic government that is supporting the will of its people should fight to the death along side the citizens of that nation. We greatly sympathize with the people of Indochina and their stark losses during this time of tragedy. Let it be known, if it were us, we would be there.. by your side.. to the death.. and these threats to your peace, stability, families, and friends.. would come to an end. Our intelligence apparatuses would have never allowed such an attack on Dragonisian sovereign soil and we feel it is a great tragedy your official government has not sought the appropriate defensive measures against such threats despite the fact they were even once part of the Dragon Empire and we had granted them the tools and techniques to secure their borders and intelligence defenses."

"We call for an immediate return of the Indochinese Government from self-induced exile, an apology to the people who are our neighbors.. our families.. and our friends, which they have abandoned. We call for the resignation of the current ministers and the head of state to be replaced by election. We demand that this never happen again. If we feel that this government is abandoning their population.. ever.. again, it will be considered an act of war and Dragonisia will invade and re-unite India under one sovereign banner that is willing to do its duties to protect its people, to do its diligence work to maintain its intelligence apparatus to defend its people against terrorists, and one that has the spine enough to fight and die by the citizens of the state. This is not a task we want to be responsible for.. or a task we desire, but we will not have any more massacres occurring.. or any more instability within.. our neighbors. Again, these people merely across the borders.. are our friends, our relatives, our loved ones in some cases.. and as such, we are equally responsible for their safety."

With that Chairman Vortex stepped away from the podium, declining all questions at this time from the press.

IndoChina will like to make a few things known:

1. Chairman ZhouEnlai has already resigned.

2. Any attempt to violate the sovereignty of IndoChina will be defended with all means necessary.

3. Any invasion of IndoChina by Dragonisia will be a violation of the Leviathan treaty.

4. Our ongoing nuclear program will ensure the Dragonisia will not emerge from any invasion of IndoChina as a functional state.

"Responding with a point based summary of objects instead of as a human being and in sound communication is a demonstration of the increasingly unprofessional and deteriorating state of the Indochinese government. Please stop the diplomacy by power point.. thank you." Tom Clark would sigh, annoyed.

"As to point one, that's great, fitting. As to point two there is no violation yet, only the threat thereof if you cannot provide security for your part of the region we must provide it for those people. As for threat 3, we're aware of this and would take the appropriate diplomatic steps prior to any such invasion. As to threat 4, such an unstable state chasing after nuclear weapons is a demonstration of its misplaced priorities. Fix your problems and we will not have to fix them for you." Mr. Clark would state.

############# Operation Indian Shield###############

ooc: For the record

*** Top Secret ***

Dragonisia quietly begins to send their specialists across the Indochinese borders to infiltrate Indochinese systems. They have instructions to disarm any nuclear weapon obtained that is designated as a weapon, not merely for testing, as soon as it is manufactured. They are also to categorize the threat level each warhead poses to Dragonisia and if they suspect a "test" warhead may be used as a weapon to go ahead and disable it also. This is assuming Indochina even obtains such a weapon anytime soon. They know if they are caught, they will be disowned/disavowed by the government back home, but they do it for the security of their people and families.

In the meantime, if possible, the agents are also instructed to take photos of any diagrams and equipment related to nuclear development and relay that information home.

## Flash Message to Artemis from Dragonisia Military Command ##

The Dragonisian Brass stated, "Requesting mobilization in Indian Theater, northern border. Potential hostilities, getting prepared.. just in case."

Artemis' director responded, "Of course. Mobilization commencing."

## CLASSIFIED ##

"Execute Order 74."

"Roger-roger."

Roger rushed down the aisle, throwing binders at relaxing soldiers inside of a transport plane. The 25-plane strong transport, along with other fast ships carrying troops and tanks, were due to arrive in Indian Dragonisia at any moment. Their orders were to fortify and start defensive preparations along the Dragonisia-IndoChinese border ASAP.

The Dragonisian Commander on the ground greeted the Artemis local ground Commander with a firm handshake, "Glad to see you move so quickly. We've already started preliminary bunkers. Here's a local terrain map broken down by GPS and a disk containing our current local deployments. Feel free to deploy as you think appropriate. We've got 155 MM heavy artillery deployed to the rear in the flat lands and on hills/mountains where appropriate. Several Tiamat positions have been established. We expect to receive a feed from our intelligence centers shortly detailing potential enemy deployment zones and force allocations."

*Classified message to Dragonisian Military Command*

"Greetings I am General second class Marcus Ramus and I am currently leading the Helzan forces in the defence of the Solarian Federacy and we have noticed a slight build up of forces in your southern indian territory and we request knowledge on what you are planning. We do not wish for detailed battle plans but as your plans may affect the Federacy we do require to know what you will basicly be doing"

"Glad to see a warm response. This will be Artemis' first major operation, and hopefully all goes well. We'll be reinforcing your positions with several MLRS units, flying round-the-clock patrols and generally getting an idea of how to set up major operations. Our "fire sale" cyber-attack unit still isn't fully operational, but we do have a 90% advantage over IndoChina if we need to mess with their electronics. Once we increase the power of our cyber unit tenfold, we expect there to be much less resistance." The Artemis commander smiled and returned the handshake.

"Two carrier battle groups are inbound, both expected to be here by tomorrow. We've re-armed several non-nuclear ICBMs, and have prepared a large cache of e-bombs. Tanks will be rolling in tomorrow."

Uberstein releases a statement, relayed though a fishing trawler with an absurdly large antenna on it, and several cell phone networks, "While I agree with Dragonisia, I have to ask, where was their outcry when LeVentNoir abandoned HIS people and left them to die, unorganized against a military force that still thought that they were fighting a real military? Now I'm an old man and I would love to be proven wrong on this, because one less hypocrite in the world is certainly a good thing, but right now it seems that Dragonisia only criticizes those it isn't allied with."

"Mr. Uberstein, if he remembers his world history, would recall that during that period Dragonisia had been stricken by a nuclear weapon on its home isle of governance and its people were driven underground en-masse and there was about a 4-5 month period of silence from our nation as we ceased all foreign contact while we worked on improvement within. I think you will find that is why there was no such outcry." noted Tom Clark.

"A nuclear attack on your nation is no reason to drop your moral views. You could have easily done a post-war outcry, and also prevented the return of the madman to power."

"That would have been.. like.. 3 or 4 months after the fact.. ill timed, ill advised."

"Are you saying that if a man commits a crime but goes unpunished for 4 months, he is no longer a criminal? Hmm, sounds like the kind of nation a serial killer could thrive in."

He is saying it's a bit late to condemn a nation about something almost no one remembers.

"Well, after 3-4 months he was all the way across the world, couldn't be reached.. and if I am correct about events that transpired during the meantime.. the old Imperial Wellington "served its time" for its offenses. There simply is no need to dredge up the past once the world community has already applied its judgment."

"Nobody remembers it because they do not WANT to remember it. I still remember the faces of the people when I toured Stewart island. I remember the corpses of women and children who had been drugged to die for a leader who had fled before a shot was fired. Just because the world lacks ethical memory does not mean I do."

"The man in question has hardly served any time for throwing his people away. What, he had to coup a nation to get back into power? Boo Hoo. LeVentNoir is a criminal who drugged his people to die for nothing, fled, illegally took control of a nation, and returned to power with little more than a wag of a finger and a "Don't do it again" like he was a child who had stolen a ball from the playground."

We certainly remember him, all too well. And all of our citizens learn about how he abandoned Imperial Wellington in a time of need. Just another part of history.
