The Imperator has final say on any and all matters, be they foreign and domestic. He draws his power from the people, who offer their opinions in monthly offered questions. Highly competent personnel are promoted to govern the various moderate-level positions required for an Empire. For Administrative purposes, the Imperium is divided into Sectors; Puerto Invierno, Mainland, Peru, Central Brazil, and the Grand Coast. Each of these regions are presided over by a Governor, which holds a seat on the Imperial Council. They give advice to the Imperator and provide reports on the happenings in their Sector. The most highly-industrialized sector, Mainland, holds two seats on the council representing North and South. Further breakdown for the purposes of bureaucracy include various provinces centered around important cities. Some sectors have very few, such as Puerto Invierno with 3 Provinces. Others have many, with over 50 fitting into the Grand Coast. Each of these smaller divisions is headed by a Mayor, which offers up loyalty and reports to the Governor of their sector. Power of a Mayor is directly related to the population and industrial capacity of their province. Despite efforts to decentralize, Imperial Center and a few other sites still provide the vast bulk of production.
