Preamble

We the people of the United Southern Alliance (USA), in order to form a more perfect union, establish justice, insure domestic tranquility, provide for the common defense, promote the general welfare, and secure the blessings of liberty to ourselves and our posterity, do ordain and establish this Constitution for the United Southern Alliance.

Article I

Duties of Office

Section 1:

The government of The United Southern Alliance will be divided up into the following:

Executive Branch: Headed by the president. The president carries out federal laws and recommends new ones, directs national defense and foreign policy, and performs ceremonial duties. Powers include directing government, commanding the Armed Forces, dealing with international powers, acting as chief law enforcement officer, and vetoing laws.

Legislative Branch: Headed by Congress, which includes the House of Representatives and the Senate. The main task of these two bodies is to make the laws. Its powers include passing laws, originating spending bills (House), impeaching officials (Senate), and approving treaties (Senate).

Judicial Branch: Headed by the Supreme Court. Its powers include interpreting the Constitution, reviewing laws, and deciding cases involving citizen rights.

Section 2. All legislative powers herein granted shall be vested in the following and previously stated positions within the government of the United Southern Alliance.

President:

Section 1. The executive power shall be vested in a President of the United Southern Alliance. The office of President of The United Southern Alliance shall be an elected office with a term of (6) six months.

Before he enters on the execution of his office, he shall take the following oath or affirmation:--"I do solemnly swear (or affirm) that I will faithfully execute the office of President of the United Southern Alliance, and will to the best of my ability, preserve, protect and defend the Constitution of the United Southern Alliance."

Section 2. The President shall be commander in chief of the Army of the United Southern Alliance, when called into the actual service of the United Southern Alliance; he may require the opinion, in writing, of the principal officer in each of the executive departments, upon any subject relating to the duties of their respective offices, and he shall have power to grant reprieves and pardons for offenses against the United Southern Alliance, except in cases of impeachment.

He shall have power, by and with the advice and consent of the Congress, to make treaties, provided two thirds of the Congressmen present concur; and he shall nominate, and by and with the advice and consent of the Congress, shall appoint ambassadors, other public ministers and consuls, judges of the Supreme Court, and all other officers of the United Southern Alliance, whose appointments are not herein otherwise provided for, and which shall be established by law: but the Congress may by law vest the appointment of such inferior officers, as they think proper, in the President alone, in the courts of law, or in the heads of departments.

The President shall have power to fill up all vacancies that may happen during the recess of the Congress and in wartime, by granting commissions which shall expire at the end of their next session.

Section 3. He shall from time to time give to the Congress information of the state of the union, and recommend to their consideration such measures as he shall judge necessary and expedient; he may, on extraordinary occasions, convene both Houses, or either of them, and in case of disagreement between them, with respect to the time of adjournment, he may adjourn them to such time as he shall think proper; he shall receive ambassadors and other public ministers; he shall take care that the laws be faithfully executed, and shall commission all the officers of the United Southern Alliance.

Vice President: The office of Vice President of The United Southern Alliance shall be an elected office with a term of (6) six months.

The Vice President of the USA shall be President of the Congress, but shall have no vote, unless they be equally divided.

Senator: The office of Senator of The United Southern Alliance shall be an elected office with a term of (3) three months. There will be (1) senator elected for every 10 nations .

The Senate shall choose their other officers, and also a President pro tempore, in the absence of the Vice President, or when he shall exercise the office of President of the USA.

The Senate shall have the sole power to try all impeachments. When sitting for that purpose, they shall be on oath or affirmation. When the President of the USA is tried, the Chief Justice shall preside: And no person shall be convicted without the concurrence of two thirds of the members present.

Representative: The office of Representative of The United Southern Alliance shall be an elected office with a term of (3) three months. There will be (1) representative elected for every 10 nations .

Secretary: The office of Secretary of The United Southern Alliance shall be an appointed position by the President of The United Southern Alliance. The Secretary positions include; Defense, Economy, Recruiting, Internal Affairs, and Foreign Affairs.

The Secretary of Internal Affairs will be the head of the Judicial branch and will be the acting supreme court judge.

The Senate and House reserve the right, with a majority vote, to deny the appointments of said secretaries if deemed a threat or potential problem.

Deputy Secretary: The office of Deputy Secretary of The United Southern Alliance shall be an appointed position by the Secretary of The United Southern Alliance. Each secretary will be allowed one deputy secretary. Any other officers and their rights will be determined by the secretary. The Senate, House, and Executive branches reserve the right, with a majority vote, to deny the appointments of said officers and deputies if deemed a threat or potential problem.

Citizen: Any nation that has been with the alliance (1) one month and is in good standing.

Section 3:

Each House may determine the rules of its proceedings, punish its members for disorderly behavior, and, with the concurrence of two thirds, expel a member.

Each House shall keep a journal of its proceedings, and from time to time publish the same, excepting such parts as may in their judgment require secrecy; and the yeas and nays of the members of either House on any question shall, at the desire of one fifth of those present, be entered on the journal.

No Senator or Representative shall, during the time for which he was elected, be appointed to any civil office under the authority of the USA, which shall have been created, or the emoluments whereof shall have been increased during such time: and no person holding any office under the USA, shall be a member of either House during his continuance in office.

All bills for raising revenue shall originate in the House of Representatives; but the Senate may propose or concur with amendments as on other Bills.

Every bill which shall have passed the House of Representatives and the Senate, shall, before it become a law, be presented to the President of the United Southern Alliance; if he approves he shall sign it, but if not he shall return it, with his objections to that House in which it shall have originated, who shall enter the objections at large on their journal, and proceed to reconsider it. If after such reconsideration two thirds of that House shall agree to pass the bill, it shall be sent, together with the objections, to the other House, by which it shall likewise be reconsidered, and if approved by two thirds of that House, it shall become a law. But in all such cases the votes of both Houses shall be determined by yeas and nays, and the names of the persons voting for and against the bill shall be entered on the journal of each House respectively. If any bill shall not be returned by the President within ten days (Sundays excepted) after it shall have been presented to him, the same shall be a law, in like manner as if he had signed it, unless the Congress by their adjournment prevent its return, in which case it shall not be a law.

Every order, resolution, or vote to which the concurrence of the Senate and House of Representatives may be necessary (except on a question of adjournment) shall be presented to the President of the United Southern Alliance; and before the same shall take effect, shall be approved by him, or being disapproved by him, shall be repassed by two thirds of the Senate and House of Representatives, according to the rules and limitations prescribed in the case of a bill.

No title of nobility shall be granted by the United Southern Alliance: and no person holding any office of profit or trust under them, shall, without the consent of the Congress, accept of any present, emolument, office, or title, of any kind whatever, from any king, prince, or foreign state.

No state shall enter into any treaty, alliance, or confederation; grant letters of marque and reprisal; pass any bill of attainder, ex post facto law, or law impairing the obligation of contracts, or grant any title of nobility.

Article II

Membership

To attain membership, a nation shall repeat the oath in the offsite forum

The Oath is as follows:

I, (ruler name) of (nation name), do solemnly swear that I will be faithful and bear true allegiance to The United Southern Alliance. I will serve my alliance when called upon. I will fight along side my alliance brothers, even in times of extreme hardship. I understand by taking this oath, I am subject to punishment for disobedience.

We force no one to be in the alliance and sometimes one feels it is better to go their own way. We respect that and ask that the President and the Senate be notified before hand.

No member of The United Southern Alliance may be in another alliance or agent thereof.

Membership may be suspended by 2/3 vote of the Congress pending a full trial in Internal Affairs.

Members may be suspended for ignoring orders from superiors, attacking other alliances, refusing to abide by official CON elections, or any other conduct that is determined to be detrimental to the alliance.

Article III

Warfare

An alliance war is sanctioned when 2/3 of the Congress vote in favor of military action.

The Congress may overturn a sanctioned alliance war by a 2/3 vote.

If the Congress overturns a sanctioned war the President may veto with an action in the best interests of the Alliance.

War shall not be declared on fellow members of the USA.

During sanctioned conflict the chain of command must be followed.

Failure to follow a direct order during a sanctioned conflict may result in disciplinary action.

The chain of command during sanctioned conflict is:

a. President

b. Congress

c. Secretary of Defense

d. Deputy Secretary of Defense

e. Commanders (for example; generals, colonels, captains, lieutenants, etc)

Sanctioned conflict will cease when the President declares peace at which time all hostilities will cease.

Failure to cease hostilities will result in reparation being paid to those attacked as part of the unauthorized action.

Unsanctioned conflict known as "open war" is limited to 1 on 1 war unless authorized by a Director or Head of Military

Any attacks on you as a result of unsanctioned conflict do not have to be resolved by the USA.

Any member partaking in unsanctioned conflict must cease such conflict upon orders from the Head of Military or the President.

We do not endorse "tech raiding" nor do we allow it. Any citizen caught participating will be dealt with directly by the President.

All small conflicts between two nations will be known as "skirmishes".

Skirmishes will be/must be sanctioned by the President, Vice President, Secretary of Defense, or Deputy Secretary of Defense.

Bounties:

A bounty purposal will be submitted in the appropirate thread and once approved will become a "sanctioned bounty". Once posted, the sanctioned bounty is open to all nations who fit the conflict eligibility criteria.

Conflict Eligibility Criteria:

No nation under 1,000 Nation Strength may declare war. This is for your own good. War is expensive and the USA doesn't want to invest money to build you up to only have it lost. It is USA's goal to get all nations to 1K NS within the first month of membership.

Only (1) one war per nation at a time. Again, this is for your own good.

All wars, conflicts and skirmishes must be sanctioned. No exceptions to this rule.

No two or more USA nations may team up and be the aggressor towards another nation unless an official "major conflict" resolution has been passed by congress.

No nation is allowed to declare on a nation that has an alliance unless an official "major conflict" resolution has been passed by congress.

Article IV

Disputes

If a member has a dispute with another member that they cannot resolve between them they must bring the dispute to the Secretary of Internal Affairs for a settlement. The may choose to have a jury of 5, the President or Congress mediate the dispute. Resolutions may be appealed to the President but once that is exhausted, the judgment it final.

Article V

Bill of Rights

All members in good standing have the right to vote.

All members have to right free speech and may write their thoughts without fear of repercussion as long as they follow the forum code of conduct.

No member will be discriminated against due to sex, age, race, religion, views, beliefs, or any other way one could be discriminated against.

Members have the right to freedom from abuse. Any member abusing and or harassing another member will be asked to stop. If the abuse continues, removal from the alliance may be deemed necessary.

Article VI

Amending the Charter

The charter may be amended by a majority vote of the President and Congress.

Thanks for your good wishes. You were my mentor in this game, and you know that I'll always consider you one of my closest friends in this game. If not for you, I don't know that I'd even still be playing this game.

Here's hoping that we find a way to work together again in the near future.
