In the year since Soviet and Rebel Army tanks clashed over this backwaters region of Europe, changes have arrived en masse. Fallout clouds have devastated agriculture. Citizens left in droves, and the region was ceded to IndoChina. Now, the regional recovery effort continues. With most of the fallout contamination cleared, IndoChinese authorities, working in conjunction with local officials, have marked off a new plan to make a comeback. First, all fallout contamination will be cleared, via extensive topsoil tilling. Then, a new city will be rebuilt on the site of Durres, where there has been significant fighting. In this city will exist the largest free economic zone in Europe. Entire ports will be erected, and the entire region will be a tax-free and tariff-free economic area.
