Breaking News: Vaule under Emergency Law

For the first time in the modern history of Vaule, the nation has been placed under Article 391 (Suppression of Insurrection and Dissent Act). The move was hotly debated in the Parliament, but was eventually approved by the Nationalist Party voting bloc with backing from members of the Socialist Party. The vote on the Parliament floor was:

336 For,

254 Against

10 Abstain

Result: 56% in favor, motion approved

Article 391: Suppression of Insurrection and Dissent Act:

Sub-article 1: This act may only be invoked during a time of national crisis, insurrection or civil war.

Sub-article2: This act must be approved by more than 50% of the Parliament, the President, Prime Minister and the Chief of the Special Weapon of the Republic’s Defense (SWoRD) before it may be invoked.

Sub-article 3: Upon the invocation of this act a special committee called the Committee for Defense of the State (CDS) is to be formed. This council shall consist of 5 provincial representatives, the President, Army Chief and the Imperatrix. (A total of 8 members).

Sub-article 4: Upon the creation of the CDS, the following government bodies are dissolved, and their powers are transferred to the CDS:

-The Parliament

-The Senate

-The Judiciary

-The Office of Prime Minister

-The Office of the Chief of Police

-The National Guard Command Council

-Regional Governments

Sub-article 5: The CDS reserves the power to suspend the Constitution of Vaule, or any part thereof for the duration of the act.

Sub-article 6: A majority vote in the CDS will carry the full weight of government law, unless said vote is regarding military policy or actions. (Such votes require at least a 2/3 majority)

Sub-article 7: The decision to revoke Article 391 and return to Constitutional normality must be taken by the CDS, and must have support of 2/3 of the Committee.

Sub-article 8: After Constitutional normality is restored, members who sat on the CDS may not have legal or political action taken against them for any action that they undertook, or failed to undertake while the CDS was active.

Immediately after the measure was approved and the Committee was formed, the military informed the respective government agencies of their dissolution, and moved the Committee to a secret location, somewhere in Sygh-Varthys. Public opinion in Vaule is divided on the issue with people concerned about the impact on human rights the invocation will pose. Others support the idea in order to combat a resurgent MLA menace in the Outer Mongolian-Buryat region with more efficiency.

Supporters of Article 391 gathered almost immediately in Revolution square waving pro-Vaulian Outer Mongolian flags and shouting pro-government slogans. One man in the crowd shouted into a microphone: "Let us crush them under the weight of the United Vaule!"

The crowd responded with resounding applause.

Pro government forces inside Outer Mongolia have announced an anti-MLA protest to be held in Orlovskiy, the main city of a small pro government exclave in the middle of MLA held or allied territory.

The Veran Empire supports what the Vaulian Empire has done, toting the reason "What needs to be done to protect the people must be done without hesitation."

Vira'Khail has made an official statement on the matter.

"The Government of the Empire of Vera'Kis supports the Vaulian Empire's Invokation of Constitional Article 391 for means of protecting their citizens. This kind of Governmental Procedure is commendable, to be sure. We wish our large Eastern Comrades luck in the upcoming conflict."

"To protect the people? Can you Verans speak anything that is not simple diplomatical rubbish? I invite you to come over to Mongolia. You will walk over through the streets and villages and see that everyone wants to get rid of the Government. The only people who like the Government are, coincidentially enough, the rich, which are definately no majority. If you wish to support Vaule's Government, then do it, but do not lie to yourselves and the world thinking you're supporting our People."

If there is an uprising, then the people not associated need protection. Regardless of the reason for the uprising, there is never a need for violence to solve domestic problems. If petitions and rallying doesn't work, and you are still upset with your government, leave. It's that simple. Causing a revolt will more often than naught do nothing but cause you, your friends, and your loved ones to either be arrested or killed.

The Government is the one causing collateral damage onto Civilians, not us. Most of our army are simply civilians who are fed up. We don't force anyone to join, unlike the Government."

While it makes it easier, it's not impossible to leave without cars. People have done it many times before they were invented. As for where, there are countries all around that would take your people in, Vera'Kis included. You might find that you could have a better life in another country than the one you live in currently. It's called opportunity.

Surrendering is such a harsh word. Why look at it as surrendering when you could look at it as a word with much better meaning behind it. How about "Ceasing hostilities to persue goals and ambitions better suited to our/your time"?

CDS Decree # 1:

The Ministry of the Interior shall make immediate preparations to transport humanitarian aid to the people of Outer Mongolia. The Ministry shall provide estimates so that the supplies and medical staff, as well as the necessary transport is placed on standby. So as to not jeopardize their safety, we will not send aid, or aid workers into dangerous areas.

Preparations should be made so that any person who requires serious medical attention may be airlifted by Medevac helicopter out of the region. These helicopters should be non-military and clearly marked as being part of the Ministry of Health (completely white with a blue star and an olive wreath where the roundels would be).
