Dragonisia was selling off its claims in the Western Hemisphere (or at least trying to) in order to placate the powers of S. and North America who didn't want a government from across the oceans "on their turf" so to speak. It was an act of diplomatic good will and a huge economic maneuver. There were billions in untapped resources in the continental and ice shelf including a huge supply of fresh drinking water locked in ice. The Auctioneer announced to all parties present (and anyone from North or South America may be present by invitation) that bidding would start at no less than 500 billion dollars. The entire shelf was not up for sale, one major naval/air/trading port on the western portion was being held in reserve, only about 100 square miles of land. If no one bid, the land would remain in Dragonisia's possession. "We are also accepting block bids, if you can negotiate such with other parties and then the land could after be partitioned amongst yourselves as desired. Bidders will also be required to sign a friendship pact with Dragonisia allowing for free-transit and free-trade at the minimum as well as a promise to help ensure the safety and security of the local trade settlement." IC: We'd condemn Dragonisia for asking for such a disproportionally amount of money for a land that cannot receive any kind of development or exploitable resources without having to employ extremely advanced (and expensive) technology... but since someone actually big more than that... we can't complain! OOC: Well, most certainly de-contaminating would be less costly than buying the land and then having to provide livable conditions in a (literally) frozen continent where temperatures are almost always below 0... unless his population was reduced to a few thousand, which wouldn't justify buying the whole of the land either way. EDIT: Or maybe it might be worth for him in the end. Well, as you said, if his nation's condition is irreversible... which I'm bound to believe it isn't for the time being.
