The combination of a positive environment and +1 happiness make it the best. When buying infra, Republic or Capitalist (or any of the handful of others that reduce infra cost) are best. enderland Posted March 8, 2009 Report Share Posted March 8, 2009 Monarchy does still provide an infra cost reduction for buying infra but capitalist/republic are still better since they help your environment, and thus give you more citizens (not as big of deal for larger nations but for smaller nations getting improvements it can matter).
