To: The World From: The High General RE: Helzan Policies Helzan Policies 1.1: Piracy: The Helzan condone any and all forms of pirating. It matters not whether these pirates are working independantly or if they are hired by another nation. Any pirates caught in Helzan will be executed without trial. 1.2: Terrorists: Any and all forms of terrorism is frowned upon by the Helzan and any terrorists captured will be tortured and the executed without trial. Any nation who commits terrorism against The Helzan will face war. 1.3: Spies: Any nation that spies upon The Helzan will face serious sanctions, blockades and possible war. Any and all spies caught will be executed after being tortured for information. 1.4: Nuclear Weapons: The Helzan believe that every nation has the right to possess nuclear weapons and once capable shall be doing so ourselves. However, they will only be used in emergencies. 1.5: Chemical and Biological Weapons: The Helzan currently have no such weapons and will not undertake any effort to build them or use them however, this is still up for debate.
