"To RUSSIA Nations, please tell me what new Russian nations will be joining our great pact?To world nations, Emperor Mykep looks to start the World Congress one more time. This is outside the RUSSIA and AC, and individual nations can sign for themselves without the hassal of international voting." Agent Bob looks to Richard Anderson "You should remember the World Congress. It stood on the Worldly stage and stood for peace. Suprisingly, the opposing forces are the ones who opposed it the first time...which made it fall. I believe this is one of the many reasons my Emperor looks to restart it." "Indeed I do. It was a shame it fell before, and we'll gladly join now...once the current situation is dealt with."

They're negotiating bulk terms with all members of their alliance. We can possibly simply put this entire mess behind us, but I want everyone's thoughts on this prospect before we make a total commitment on the behalf of our allies."
